The results of the elections and the criminal code

During the elections of 18 September, there were violations, including stuffing, many of which can be seen in the Internet the videos from specific sites.

But the main contribution to the distortion of the results of these elections have made some regions where in fact committed large-scale crimes. Some regions, it was not for the first time. In Tatarstan, Bashkortostan, the North Caucasus republics except Adygea), Saratov, Belgorod and Bryansk regions, Yakutia, Kemerovo and Tyumen regions, the turnout in these elections was 70-95%.

If suddenly, in these areas there was a surge in civic awareness and people would go on their own to vote, the interest for the party would be about the same as in districts with a turnout of about 35%, most of which. Thus, United Russia would have received in the regions with anomalously large turnout of about 40%. But no, these “conscious” regions “United Russia” got about 80% of the votes.

For every normal person it is obvious that in these regions the elections were rigged in favor of “United Russia”. Or, one might say, no election. And it is already a criminal offense — falsification of election results (article 141.2 of the criminal code) — deprivation of liberty for a term up to four years.

What should now happen? It is obvious that Ella Pamfilova as the Chairman of the CEC should apply to the Prosecutor General of the Russian Federation and the Chairman of the Investigative Committee of the Russian Federation that seen signs of mass crimes in some regions. These facts should be checked, at which time the leaders of the regions should be removed from office. The investigation should be conducted by investigative groups under Federal jurisdiction. The results of the investigation, the leadership of the regions with abnormally high turnout along with the direct perpetrators should be held accountable.

Rashid Temrezov (Karachay-Cherkessia), Yuri Kokov (Kabardino-Balkaria), Vyacheslav Bitarov (North Ossetia), Yunus-Bek Yevkurov (Ingushetia), Ramzan Kadyrov (Chechnya), Rustam Minnikhanov (Tatarstan), Rustem Khamitov (Bashkortostan), Valery Radaev (Saratov region), Evgenie Savchenko (Belgorod region), Alexander Bogomazov (Bryansk oblast), Yegor Borisov (Yakutia), Aman Tuleyev (Kemerovo oblast) should the outcome of the investigation, along with direct performers to accept responsibility for massive election fraud 18 September 2016 in their regions.

Do I believe that even if will be audited by office of public Prosecutor and SK — they have something to give? No, of course. Their many years of work have taught us that to trust the Prosecutor’s office and the SC in the case when it comes to crimes of some officials, it is impossible.

So, it is necessary to join those critics of the regime who were urged not to participate in elections and to observe how the country is heading into the abyss?

As I disagreed and continue to disagree.

I believe the current composition of the CEC gives much more hopes for a fair trial. It is necessary to “help” the Investigative Committee and the Prosecutor’s office to draw the right conclusions.

Therefore, I appeal to civil society activists in the regions and ask them to make a kind of control measurements. The most effective results are obtained by comparing the results of the elections relatively close to sites with a homogeneous population, if one of the parts was an effective control (or stood COHIBA), and the second site was not neither one nor the other.

For example, in neighboring areas in Bashkortostan were the following results: PEC 1283 (Cohiba) — the turnout of 52.2% for “United Russia” 64,4%; PEC 1284 (there is a COHIBA) — the turnout is 31.6% for “United Russia” — 40%. Good the difference to the neighbouring land, and in many cases the differences are even stronger.

This difference in turnout and interest of the “United Russia” in PECs with different levels of control is the basis for a complete audit, including the bypass of people who supposedly came to the polls. Do it how times can civil society activists. Go home and ask the people: whether they go to the polls and voted for the “United Russia”? Obviously, in this case to the Prosecutor and SK become more convincing.

If nothing to compare to, i.e. at all sites in the region the high turnout and the percentage of “United Russia” is also high, it is even more troubling. In such circumstances, it only bypass the people in order to record how many people actually went to the polls.

It is clear that the conduct of the civil activists a full scan of all areas is impossible. But if to demonstrate the contradictions in these regions on a few specific areas — that will be enough to attract the attention of the CEC of prosecutors and investigators to these cases.

Send the results to the CEC and to control — the movement “For human rights”. Don’t know what happens. But I know that is what is to be done.

And what awaits us if we don’t make it a complete fiasco? This will mean that the country was North Korea, not only in Chechnya but also in a number of regions. It is, in fact, is the collapse of the state. But I am sure that Moscow and St. Petersburg will never become a North Korea.

Now a few words about violations, and about how I generally assess the elections.

I supported in this election, “Apple”, being in a very honorable company of Trustees of the party, which also included Lyudmila Alekseeva, Vladimir Voinovich, Oleg Basilashvili, Yury Ryzhov, Igor irtenev and many more wonderful people. Also publicly expressed support for “Apple” Lyudmila Ulitskaya, Andrei Makarevich, Liya Akhedzhakova and Yevgeny Kafelnikov.

Although Apple has not overcome the five percent no, not even the three percent barrier, I believe that some success has been. In some large cities, especially in the two capitals — Moscow and St.-Petersburg “the Apple” has typed about 10%. It is necessary to continue to build and develop this achievement.

“Apple” did a lot to become on these elections the coalition of the liberal and democratic party. But it was too late, and the potential to use failed.

I hope the party will continue to move in the same direction, strengthen by the next election, its position among the intelligentsia — his nuclear electorate. And expand its influence to promote broad protest movement that will only increase amid the economic crisis.
