The second after Putin: why Volodin was appointed speaker of the state Duma

“The question on election of a new Chairman of the State Duma. This, of course, a matter exclusively of the deputies of deputies. But we are here with Mr Medvedev will ask anyway to support the candidacy of Vyacheslav Viktorovich Volodin”, – with these words, President Vladimir Putin announced a high-profile personnel appointments.

The new speaker of the Duma becomes a politician who is not accustomed to the role of a “fifth wheel in the cart”, the main author of the triumph of the ruling party in recent parliamentary elections.

When in October 2010 the then Prime Minister took the Secretary of the General Council “United Russia” Vyacheslav Volodin to the post of chief of staff in the White house, this policy ceased to Shine on the TV screen.

Political career of 52-year-old Vyacheslav Volodin started in his native Saratov region. After graduating in 1986, Saratov Institute of mechanization of agriculture on a speciality the engineer-mechanic, Volodin switched to teaching. But in 1990-m to year he has become the de facto professional politician: Deputy of Saratov city Council, Deputy mayor of Saratov, the Deputy speaker of the regional Duma, the Deputy Governor of the region.

A simple listing of these positions, of course, does not give a full picture of the role and impact of Vyacheslav Volodin in the Saratov politics. And the effect was such that the then Governor, extravagant Dmitry Ayatskov, Volodin saw in the threat of a competitor and tried to send it to the “link” to Moscow. In 1999, Volodin was elected to the State Duma from the block “Fatherland – All Russia” and quickly spotted the leader of his parliamentary faction Yevgeny Primakov.

Led by Primakov faction composed of former holders of the highest positions: the recent Ministerial, the recent Vice-premiers. But the role of your mate receiving pleasure from parliamentary work Primakov chose Volodin.

In 2001, Primakov took Volodin, the Kremlin, introduced him to Vladimir Putin and seconded as the new leader of fraction of OVR. What’s the secret to career success Vyacheslav Volodin? Its main feature is, from my point of view, exceptional trudosposobnosti turning into workaholism. Many officials like to tell you that they work “24 hours a day.” But in fact few people close to this “ideal”. Volodin close.

During his tenure in the Kremlin, the future Chairman of the state Duma has established a tradition: five days a week from morning till night engaged in fiddling with operational issues. And on Saturday he comes to work to think and talk about strategic issues.

Volodin does not tolerate long vacations. Having his vacation, he had a few days you will begin to call his subordinates and to inquire how things go on the sites entrusted to them.

Another key feature Volodina is, as I said above, its exceptional stiffness. The new speaker of the state Duma — the political equivalent of a bulldozer. If he decided to go one or another way, then, in addition to the direct instructions of Vladimir Putin, nothing stops him.

Volodin distinguishes encyclopedic knowledge of modern Russian political elite and a deep understanding of the real workings of our government. Name the new speaker of the state Duma the name of a regional policy average hands and he’s all about it will tell.

The political creed of Vyacheslav Volodin can be described with the phrase: I am Putin’s man. Putin — for me the Supreme commander. I am obliged to fulfill any order.

And, as we all could see after the results of the recent Duma elections, Putin’s order on strengthening battered “by the storm from the Swamp” vertical of power Volodin performed perfectly. “United Russia” is not just ensured that the English political jargon is called “landslide victory” (literally — victory collapse, landslide). With the exception of Alexei Navalny and his group of like-minded people all admit that the current result is “ER” not is a result known since the Stalin era of thought “is not important who voted and how they voted. Why, then, Vyacheslav Volodin left in the presidential administration to prepare for the next presidential elections in 2018?

But I will not do: consider yourself to be a delicate man.” Perhaps Sergey Evgenievich shouldn’t delikatnych. My and not only my opinion has not changed: in the system of Russian authorities, the State Duma occupies an important place only on paper.
