From September 24 the DNI and LC will stop the shelling of Ukraine

Chapter DND and LNR Alexander Zakharchenko and Igor Carpenter signed a Treaty on complete demilitarization of the three settlements on the line of contact with Ukraine. Now Kiev and the breakaway Republic must agree on the election law, but while arguing about the exchange of prisoners.

The parties agreed to full demilitarization of the villages of Luhansk, Petrovskogo Gold and on September 21, but rebel leaders signed a document on Friday. On September 24 the parties to the conflict cease mutual attacks and in seven days will simultaneously disarm approved settlements and their surroundings within a radius of 2 km.

The OSCE has demanded to remove all obstacles to its observers, in 30 days there should not remain even the machine gunners. If all goes well, October 5, will begin to disarm several areas of the contact line.

However, on 1 September in the Donbass entered into force the next “silent mode”, which lasted only a few hours. In particular, on the night of 23 September, the militia fired on the Ukrainian territory 21 times and the Kyiv security forces responded to them 70 attacks.

Both sides used guns over 82mm, which in accordance with the Minsk agreements were supposed to disappear from the conflict zone in the last year.

In parallel, Kiev, Donetsk and Lugansk have again raised the issue of exchange of prisoners. Last weekend, returned to Ukraine volunteer Valery Pearls and a member of the UN Yuri Suprun, and in the self-proclaimed Republic the “left” four unknown.

According to Carpenter, Kiev forever tries to give the homeless of the militia, but even so, the exchange of prisoners can be considered to be moved from a dead point.

In this regard, the Plenipotentiary representative LNR in Minsk Vladislav Deinego told journalists that on 21 September an agreement was reached about the exchange of prisoners according to the “618 47”, where 42 people are supporters of the DNI, 5, LC, and all the rest belong to Kiev. The representatives of the militia believe that they have changed 15 times, so that in the Donetsk and Luhansk returned 207 people, and in Ukraine — 121 soldier.

In the Donbas, the current exchange is called “all for all” and, apparently, consider it last. However, according to the Plenipotentiary representative of the DND in Minsk Denis Pushilin, “reshuffle” will take place only after the adoption by Ukraine of the law on Amnesty for all combatants in the East of the country.

In turn, the Ukrainian authorities are not going to justify anyone, but talking about the exchange as almost a fait accompli. According to the adviser head of the SBU Yuriy tandit, all lists have already been approved, however, some of the 47 of the militias don’t want to go to Donbas so Kiev will not be able to transfer them. However, two years of fighting Kiev failed to release 3082 person, but still in the dungeons of the breakaway republics remain 102 strongman, and 499 missing, says the Chairman of SBU Vasiliy Gritsak. That is, the coming exchange of prisoners, which, according to Kiev to be held soon but not known when, in any case will not be the last…

The head of the Ukrainian branch of the Institute of CIS countries Denis DENISOV told the “MK” of the recent shifts in the Minsk talks:

– Most importantly, that both parties have made every effort to implement the document on demilitarization. This is one of the most important steps for peace.

Following agreement on demilitarization, foreign Minister of France Jean-Marc Ayrault, should appear consistent with the DNI and LC election law. It will be a little difficult, but nothing is impossible.

At the same time, the parties have not signed any documents on the exchange of prisoners of war, as Kiev must first adopt the law on Amnesty. However, Parliament can still make it to the end of 2016.

– The divorce of weapons reached their first agreement in September 2014, but since the shot, and shoot. Now what has changed?

– No need to wait for any miracle, but the signed document is a real step pilot project for the establishment of peace in Donbas. If you fail to cease firing on the first three areas, the same methodology will be extended to more territories, and so on until the very end. To see the effectiveness or uselessness of this decision we will be ready by mid-October. In parallel, in Minsk will begin to prepare the legislative framework for elections in the Donbas.
