Housing will become even more expensive in the next three years

Housing prices — like mushrooms in autumn: grows quickly and permanently. The government has already announced that he was going in the next year again to increase the cost of utilities — this time by almost 5%. Talking about the tariffs for water, electricity, heat and gas. Such a price increase linked to projected inflation, which corresponds to the new reference scenario socio-economic development of the country. It is planned that in 2018 and 2019, the cost of utility tariffs for the population will grow by 4.4% and 4.1%.

The indicated growth rates for individual indicators are far ahead of the numbers that were laid out in the previous scenario of economic development. For example, it was expected that heating in 2017, we will pay 4.1% more compared to the current rate. In the end, “margin” amounted to almost a cent. The same applies to gas. In the initial growth of prices for natural gas were not supposed to exceed 3% throughout the three years, to 2019, inclusive. A little easier is the situation with electricity. In contrast to gas the increase in electricity tariffs for the population, on the contrary, will be slower. For comparison, previously, the Ministry proposed in 2017 to raise prices immediately by 7.1%. Also managed to play a bit ago and the water for which it was initially the threshold is set at 6.2%.

Practice to set tariffs for utility services for several years to come is not new, it appeared in 2015. But experts initially appeared to her many questions. First, we need to understand that these figures are not final. At the Federal level marked the corridor for each region above which should not grow the utilities as a whole. For example, this year the national average was set the threshold to 4%. However, Federation subjects variation ranged from 3% in North Ossetia to 7.5% in Moscow. Plus, the regions have the right to regulate the tariff for each of the following resources — depending on what condition is one or other the supplier and the organization. That is, the load on the wallet of the Russians, paying bills, out different. Unchanged remains only one thing: the rent for any growing.

“On the one hand, with such long-term planning citizens receive social protection — housing prices will not rise above the normal level. At the same time, we still no one has explained why the cost of utilities should be increased from year to year, and for all. It is clear that there are the regions that need it, and somewhere in the utility greased. In such cases, the rates must be revised downwards”, — said the Executive Director of “housing Control” Svetlana Razvorotneva.

Unfortunately, in Russia very few examples when the prescribed rate was recognized as too high and reduced. Almost the only precedent was the story with the water canal of Voronezh, which by order of the Federal Antimonopoly service was forced to revise their prices for 2016. Ideally, according to Razvorotneva, the decision should be made for each locality separately. To begin, you must audit all utility companies.

But they these information are not shared. Exactly the same closed structure and are resource providers. It is clear that the monopoly may be all sorts of abuses”.
