Syrian scandal USA and Russia: the foreign Ministry demanded Washington investigate

On the Russian-us agreement on Syria which was signed on 9 September by the heads of diplomatic departments of the two countries were in serious jeopardy. American coalition of 17 September air strike on the Syrian government army in the town of Deir ez-Zor, with the result that 62 soldiers were killed and over 100 were injured. The US defense Department expressed regret about the attack. “If we really hit the Syrian army, we regret, especially about the victims,” said a Pentagon spokesman, noting that the coalition conducted a RAID solely against the “Islamic state” (banned in Russia) and immediately interrupted him, having received an alarming message from Russian colleagues. The U.S. military leadership claims that the Russian military informed its intentions to conduct the operation in Deir ez-Zor. The Russian side, in turn, denies this information.

“Americans such plans are not voiced, – told reporters the official representative of Russian foreign Ministry Maria Zakharova. – Moreover, there was not even a hint of the intention to conduct operations in the area”. She accused the White house in support of ISIS and urged Washington to give “complete and detailed” explanation in the UN security Council.

The Council meeting was held in the night from 17 to 18 September, however, to any results, except for mutual recriminations, the meeting failed. US Ambassador Samantha Power left the meeting room during the speech her Russian colleague Vitaly Churkin, calling the convocation of the Council of “cynical and hypocritical gimmick”. In her opinion, Russia has not taken such action to condemn, for example, crimes of the Syrian regime against the civilian population. Power also said that Zakharova should be ashamed of the accusations against the United States.

The UN security Council Churkin said that in the randomness of the attack on the Syrian army “hard to believe”. The diplomat said: if the US wanted to help the troops of Bashar al-Assad in the fight against terrorists, “they would have to wait a couple of days when it should come into force… the agreement on establishment of a joint implementation centre”, which, according to Churkin, must coordinate the work of the Russian and American military on the definition of objectives.

Despite the diplomatic scandal, Churkin abstained from calling the agreement dated 9 September “dead” – expressing hope in the ability of the US to persuade Russia in its serious attitude to the settlement of the Syrian conflict.

“The process of our agreements very unstable, and this is due to many factors, including the fact that forces, which we support, – line, – said the “MK” chief researcher of the Institute of Oriental studies Irina Zvyagelskaya. – The situation on the ground is quite complicated. It is difficult to determine where the opposition, where the terrorists.

In these circumstances, I do not exclude that a US strike was to show Assad that he used this situation to continue attacks on the opposition. If it’s a warning, it is addressed not only to Assad, but also Russia. Maybe it is a coincidence. Now we are going to sort things out. If we refuse this process, which should lead to the resumption of peace talks, everyone will lose”.

Another reason for tension and accusations against the United States was the refusal of Washington to make public the clauses of the agreement signed by Lavrov and Kerry on September 9, which was a surprise to the Russian authorities. However, the demarche of Samantha Power on the UN security Council Churkin did read an excerpt from the Russian-American document, which dealt with a clear division of ISIS positions, “Front EN-Nusra” (banned in Russia) from the moderate opposition and the “special measures in the area of Aleppo”. However, it is clear that this is not all that is contained in such a problematic agreement.

That might still contain a document that does not hurry to disclose Washington, “MK” told the former American Ambassador in Syria and Saudi Arabia Richard Murphy. “There are ideological differences within the U.S. government about how closely we must and can cooperate with the Russian government – said the us diplomat. – Fortunately, the period of “cold war” ended, but its history still overshadows our relationship…

Washington does not deny the right of Russia to play a significant role in the middle East and clearly shares her interest in the fight against ISIS and affiliates of “al-Qaeda” (banned in Russia – “MK”) in Syria and Iraq.

But there is disagreement about the long-term role of the Syrian regime in this struggle. This mode still describes all of their internal enemies as terrorists, that is simply not true. Washington supports some of the critics of the regime, who sometimes shared a weapon with such groups as “al-Nusra”, but who do not share its ideology. The US is not willing to share intelligence on such organizations, while Russia is hostile towards him.”

According to other American analysts, the U.S. may refuse to disclose as what is included in the Russian-American agreement on Syria and what not wouldn’t. “The first may include operatively valuable information that applies to both the identification and location of individual armed groups, – said the “MK” Professor Daniel Server of the school of advanced international studies. Johns Hopkins. – This problem can be solved by removal of such information for public purposes. The second may include a failed attempt to mention a political transition in Syria in accordance with UN communiqué from June 2012, which is of vital importance for the maintenance of non-extremist opposition in Syria.”
