The public headquarters for the observation of elections of deputies of the state Duma is ready to work in a single voting day on September 18. About this to journalists on Saturday, said Deputy head of staff, Chairman of the Moscow city Duma Alexey Shaposhnikov. From 6 am until closing of the last polling station in the capital, the observers will monitor the voting process. Its task staff sets the detection and prevention of possible violations.

On Saturday at the headquarters of the Public was “stress” training for videonabljudenie. “Two groups of videonabljudenie learn about the order of its work on voting day, get clarification that they must keep track of on the screens, how to recognize a violation and what is considered emergency situation”, – said Alexey Shaposhnikov.
Observation of voting will occur as follows. 3416 polling stations of the capital equipped with video cameras. Each of them has two cameras: the first gives a General picture of the polling station, the second is placed opposite to the ballot boxes or complex for processing of electoral ballots (Cohiba).
Recording, by the camera is broadcast on the screens of observers working in video centre. At the same time, the screen will display 12 pictures with 6 polling stations.
Every 15 minutes, the observers fill in the special reporting forms, which are misleading, whether at the polling station technical problems. Every hour they fill out reports on violations at the polling station.
If the staff of the centre see, for example, that law enforcement agencies are trying to remove observers or voters from the area, they raise their hand and they fit consultant. It reports information about violations in the group analysis, which includes representatives of all 14 parties, voting, and representatives of candidates in single-mandate candidates. The analysis team can rewind the video back and see whether there was indeed a violation.
If necessary, the analysis team sends to the polling station to a mobile group to solve.
Every hour will be held briefings for the press. “We are constantly in touch with the Moscow city election Commission, said Shaposhnikov. – Our goal – ensuring the openness and transparency of the elections.”
Recall that the Public headquarters for the observation of elections was established by a decision of the Council of the public chamber of the capital in August of this year. It was headed by the chief editor of radio station “Echo of Moscow” Alexei Venediktov.
