In the former version of the Basic law, adopted in 2008, stated that the presidential term is 5 years and the President cannot be a person older than 70 years (now the head of state Gurbanguly Berdimuhamedov — 59 years).

In the new text of the presidential term was increased to 7 years, and age restrictions have been lifted, there is no limit on the number of terms of stay in power. Thus, Berdimuhamedov received the opportunity to become a lifelong ruler of the country once again went to his post in 2017.

In addition to this innovation, the new Constitution introduces in Tajikistan the concept of separation of powers: thus, experts believe that the authorities are trying to show the West the path of democratic development, as oil and gas state revenues continue to decline.

However, as written, interviewed by “Nezavisimaya Gazeta” experts, in reality, the Constitution will not act, as not acting, in particular, the devolution of the deceased Turkmenbashi the current head of state. Add that to Turkmenbashi the Constitution had already anticipated his life-long rule, however, this provision was abolished with the advent of state and society, which then was valued as a sign of “thaw”.

Now on his official website States that “the new Constitution of Turkmenistan will make the stronghold of the national legal system, the guarantor of the rule of Law, rights and freedoms of citizens, the inviolability of the principles of genuine democracy”.
