In schools no earlier than 2018, there will be new teaching positions that will be assigned depending on the complexity and quality of the teachers tasks. This was stated by the Minister of education Olga Vasilyeva. What incentives are required to increase the efficiency of the Russian teachers?
“Now the conversation is about to introduce to teachers a differentiated system of posts depending on the complexity of the task, responsibility, job function. And all this will be fixed in the professional standard. While we are talking about three grades: senior teacher, senior teacher, teacher,” – said the Minister of education Olga Vasilieva in an interview with TASS.
“If you’re going to raise people’s interest in the work, we have, excuse me, wages increase. In particular this applies, of course, to the province”
Her initiative was not unexpected. Vasiliev was appointed to the post in late August, and at the first event, which took part in the new quality (the all-Russian pedagogical Council held in Moscow), the Minister admitted that there will be new positions.
In June 2016 in Novosibirsk on the forum “Education and science – future of Russia” the same idea was expressed by her predecessor Dmitry Livanov. But now Vasilyev called the probable time when the relevant changes will be made to professional standard of the teacher.
“I think the introduction of the system will occur by January 1, 2018, and perhaps later, the professional standards should be introduced gradually until 2020, so this work will continue,” she said.
In the Russian Academy of education (one of the leading institutions among working on the development of the professional standard) the newspaper VIEW, difficult to say how will be assigned teaching positions and some official rights and duties will have those who takes them. “While such work is not conducted”, – noted there.
However, it is impossible not to notice the similarities of the proposed amendments to the professional standards with those that already existed in the late Soviet Union – then, as now, the authorities thought about raising the prestige and quality of work of teachers.
By order of the Ministry of education of the USSR in 1985 was approved by the internal labor regulations for employees of secondary schools. In fact, it was what is now called professional standards. According to article 39 of these Rules by results of certification the most distinguished teachers were awarded the title “teacher-methodologist” and “senior teacher”. Or, if it is not about schools, “teacher-methodologist” and “senior pioneer leader – methodologist”.
However, in the 1990s, the system of assignment of ranks in accordance with the decisions of certifying commissions safely dead. To moral incentives (to which belonged and teachers ‘ranks) the government has not made tangible incentives: money even for ordinary teachers’ salaries are not enough. So much zeal in getting the titles of the teachers did not show.
As a result, in 1993 the Ministry of education adopted a regulation on the certification of pedagogical workers, according to which instead of ranks was introduced qualification categories (first, second and third or higher) for a period not exceeding five years, with corresponding increases in salary.
Teachers wishing to earn more, it could voluntarily file a statement about the desire to pass the attestation Commission. The second category was appropriated by the school management, the first district office of education, higher Ministry.
In 2010, the system significantly changed. By order of the Ministry of the second category were abolished, and the certification, which was entrusted with the education authorities at the level of constituent entities of the Russian Federation, became compulsory for teachers once every five years. The new rules came into effect from 1 January 2011. And now they seem to complement.
“I don’t know what will come of this. In any case, I do not think that the introduction of some teaching posts is the urgent task of education”, – shared with the newspaper VIEW his fears Leonid Katzva, teacher at Moscow gymnasium No. 1543, author of several history books. The opinion which he expressed, is typical of the teaching environment where the fear that in the new environment again who ultimately unsuccessful Soviet experience.

If we turn to foreign experience, we must admit that it is material rather than moral incentives usually form the basis for reforms on education. The way it was done, for example, US.
President Barack Obama since taking office has put an end to the chronic problem in the American educational system. Namely, the low quality of knowledge obtained by disciples of the so-called public schools – schools funded at the expense of the States, which graduated the majority of American students from families of middle and low income. The first step in this direction, as were measures aimed at improving teachers ‘ salaries and, as a consequence, the prestige of the teaching profession.
The problem of low incomes in education and understand the Ministry. Therefore, the base part of teachers ‘ salaries will be fixed at 70% of the total. This was stated by Vasiliev in the Russian Congress of rural teachers in the Chuvash Republic. As reported “Interfax”, she promised, in accordance with the instruction of Prime Minister Dmitry Medvedev “we will now prepare legal documents for the release of 70% of base salary – this should apply to all educational institutions and 30% of the incentive payments. Again: 70 and 30. It’s a done deal”.
In recent years the basic part of the total amount of teachers ‘ salaries declined. And various allowances (remuneration, such as seniority, bonuses, etc.), in contrast, grew. Sometimes the base part is 10% of the total salaries of teachers. As the size of the allowances and their payout is actually determined by the management of the educational institution or local authorities, such a system of remuneration for work is one of the main reasons why teachers earn little.
