Poroshenko has banned the citizens of Russia vote in the Duma elections


The opening of polling stations in Kiev, Odessa, Kharkov and Lvov are under threat. The President of Ukraine – for the first 25 years of its independence – prohibits of citizens of the Russian Federation to participate in voting at the next election of deputies of the State Duma of the Russian Federation.

Minister for foreign Affairs Pavel Klimkin, Poroshenko instructed to inform the foreign Minister of Russia Sergey Lavrov on the impossibility of holding the elections on the territory of Ukraine.

As you know, holders of Russian passports – and it’s not only diplomats and employees of various offices of the Russian Federation on the territory of Ukraine – has always had the opportunity to vote in the Russian Embassy in Kiev and consulates in Lviv, Odessa, Kharkiv.

The activity of Russian voters in different years varied depending on the region where they live. Their personal biases, however, gave food for comments both in Russian and in Ukrainian media.

For example, in the area, stationed on the street Levitsky in Lviv (in front of the Consulate General of the Russian Federation) a solid “vintage” traditionally “shot” Grigory Yavlinsky and his “Yabloko”. Most likely, this feature is a consequence of the Lviv origin of the famous Russian politician.

But in Odessa, Kharkov and Kiev prevailed, as a rule, the adherents of “United Russia”. Some semblance of competition in these cities was only for 2nd and 3rd places.

Friday 9 September the Russian foreign Ministry and the Central election Commission issued a joint message in which he called on the Ukrainian authorities to ensure the safety of Russian diplomatic missions on the territory of Ukraine during the vote for September 18, 2016.

The authorities of the Russian Federation urged the relevant international organizations, non-governmental organizations and the media to make objective and impartial monitoring of the situation of the polling stations at the Embassy of the Russian Federation on Povitroflotskyi Avenue in Kyiv and consular offices on the territory of Ukraine. The Ukrainian authorities reminded us of their commitments to ensure the security and safety of these foreign establishments of the Russian Federation.

A similar request on behalf of the Ministry of foreign Affairs and the Central election Committee of the Russian Federation addressed to the OSCE and its special monitoring mission in Ukraine.

We recall that in the course of early presidential elections in Ukraine on 25 may 2014 and new composition of the Verkhovna Rada on 26 October 2014 the Russian side to fully ensure the safety of voting of Ukrainian citizens in Russia.

Another consequence of the election on 18 September to Ukraine could be its refusal to participate in Interparliamentary Assembly of the CIS.

Long-term head of the Committee of voters of Ukraine, and nowadays the Deputy of the Verkhovna Rada of Ukraine Oleksandr Chernenko says the reaction of the Russian media and a number of prominent politicians on the arbitrariness Poroshenko them “Jesuit manipulation”. They say that Twitter has a hard limit of characters. Speaking about the inadmissibility of the conduct of Russian elections in Ukraine, Poroshenko clearly had in mind only the Crimea and Sevastopol. To prohibit elections at the diplomatic missions of the Russian Federation Ukraine not entitled to.

First, it is physically impossible (the area of diplomatic missions of the MFA of the Russian Federation – part of Russia). Second, it would be contrary to the democratic and diplomatic standards, because diplomatic relations between Russia and Ukraine during the conflict in the Crimea and the Donbass for a single day did not stop!

The vagueness of the wording of the order, the Minister of foreign Affairs of Ukraine Klimkin, the Administration of the Ukrainian President, according to Mr. Chernenko, shall as soon as possible to fix the “decrypt”. Otherwise, the ban on holding the election on 18 September will indeed be interpreted as an encroachment on the status of Embassy and consulates of the Russian Federation in Ukraine.

The coordinator of the Civil network OPORA Olha aivazovska believes clarification of the position of the Ministry of foreign Affairs of Ukraine and administration of President is extremely important. If we are talking about four areas that will be open for Russians, 18 September staying within the boundaries of the consular districts of the Embassy of Russia in Ukraine, obstructing the will of the 80 thousand voters illegally. If this refers only to Crimea and Sevastopol – the formulation of positions of the AP and the foreign Ministry of Ukraine should be more clear and reasoned from the point of view of international law.
