The US and Russia reached an agreement on Syria

Record the duration of the talks Sergei Lavrov and John Kerry on Syria ended with the development of a joint document. Russia and the United States first coordinated strikes against terrorists and the next steps. In the unity of the positions of many politicians see a chance to return the military conflict into a political channel, and the American media emphasize the “active trust Kerry and Obama to the Russian government.”

“In spite of the mistrust

“We are not resentful and believe that the Syrian crisis is not a topic on which to speculate”

The record-long negotiations, the foreign Minister of Russia Sergey Lavrov with U.S. Secretary of state John Kerry in Geneva lasted about 14 hours. Several hours were spent only on the agreed position of the U.S. delegation in Geneva and Washington.

As a result, the U.S. and Russia have reached an agreement on Syria. “In spite of the distrust and attempts to disrupt what we (Russia and USA) have agreed, we were able to develop a package of documents, five of them. The package of documents that allows to establish effective coordination in the fight against terrorism, to expand humanitarian access to the needy population, especially in Aleppo, and helps to strengthen the cessation of hostilities and all this together creates conditions for the resumption of the political process, which has long headway,” – stated Lavrov.

He explained that “the first step would be the reaffirmation of the cease of hostilities, we will do everything to parties to the conflict, affected Russia and the United States, took such steps”, – said the Minister. Lavrov said that the ceasefire is set to “first 48 hours with renewal for another 48 hours in order to reach continuous compliance with this regime.”

“After the mode (the ceasefire) will function seven days, we, as John (Kerry) establish a joint Executive center in which the military, and the intelligence services of Russia and the United States will focus on the practical issues – the distinction between terrorists and the moderate opposition and the moderate branch of the opposition from terrorists – Lavrov said. – Terrorists will be coordinated blows of the Russian space forces and the U.S. air force. We agreed on areas where such attacks are coordinated”.

With regard to Syrian military and armed forces, they “will work in other areas, beyond those that are dedicated to Russian-American cooperation”, – said the head of Lavrov and stressed that Damascus supports these agreements and is ready to perform.

“Active trust”, and “arrogant announcement of sanctions”

General Secretary John Kerry thanked Lavrov for talks with Assad, who “understand what is expected of him.

As noted by CNN, “as part of this agreement was the active the trust that Secretary Kerry, President Obama and the United States government expressed to the Russian government. Definitely, this is manifested in the words of Secretary Kerry, especially if we remember what happened just a week ago at the G20 meeting when President Obama said that “differences remain”.

Statements about trust agreed the us Pentagon, who commenting on the agreement, reiterated its demand for a durable ceasefire in Syria from Moscow and Damascus. Developed a “pre-understanding is now demanding from the Russians and the regime (in Damascus) to make a number of very concrete steps, including, importantly, sustainable ceasefire for at least seven days,” – said the representative of the U.S. Department of defense Peter cook. “These commitments must be implemented in full before there can occur any potential military cooperation between Moscow and Washington in Syria, he added. “We will closely monitor the implementation of this understanding in the coming days”, – assured the press Secretary of the U.S. Department of defense.

That this relationship is far from the trust, said Lavrov: “of Course we did not help a very deep lack of trust between Russian and American partners in the Syrian issue – but not just him,” he said. Even now occurs as distrust and comers, “who wanted to disrupt our current arrangement”.

“The last example – and we talked about this with John (Kerry) – this arrogant announcement of sanctions ahead of a meeting of our presidents in China and another point, additional sanctions after their meeting on the eve of today’s meeting. However, we are not resentful, we our position is clearly stated and we believe that the Syrian crisis is not a topic on which to speculate,” – said Lavrov.

Anticaduta the opposition and “An-Nusra”

Meanwhile, in the spirit of the Pentagon the agreement between Russia and the United States welcomed and the higher Committee on negotiations of the Syrian opposition: “a Truce, of course, can be re-established and the opposition can make groups that signed the first agreement on cease-fire (February this year), began to observe it again, – said the representative of the CPSU Basma Kodmani. – Willingness to comply with the truce, the opposition was never in question, and this can be seen on the example of February.” “The CPSU has always demonstrated that the ceasefire regime may be applied, all groups will join him, and will abide by it,” he assured her.

However, violations do not occur on the part of the opposition… We want the first stage to see that the air force mode is not used, and we want to believe that Russia will be able to put pressure on the regime to adhere to a complete ceasefire,” said Kodmani.

The question of disengagement of terrorists and the opposition remains the greatest challenge. However, I am very pleased that John (Kerry) said the important thing: he said that the USA firmly intend to fight with “An-Nusra” and that those who believe that the fight against “Al-Nusra” is a concession to Russia, are deeply mistaken. This is an important statement, because many suspected that the US is actually not very eager with the “An-Nusra” to fight, and cherish it in case you have to use the so-called plan “B” for the overthrow of the regime. And today’s announcement of John’s I warmly welcome,” – said the Russian Minister.

Meanwhile, the deep interconnectedness of fighters of terrorist group “Dzhebhat EN-Nusra” and the opposition is noted and the Financial Times. The newspaper recalled that “Dzhebhat EN-Nusra” has changed its name to jabhat al Fatah ash-sham, and announced the severance of ties with al-Qaeda, which helped her to strengthen cooperation with the anti-Assad opposition, including groups supported by the United States,” warned the newspaper. As a result, “the militants “dzhebhat an-Nusra played an important role in the recent successes of the rebels against government forces around Aleppo”, – said the newspaper. “How will the opposition groups to distance themselves from “Dzhebhat EN-Nusra” depends on the attitude towards them the United States,” concluded the FT.

“The return of Syrian drama in the political mainstream

One of the first agreement on Syria was welcomed by the Minister of foreign Affairs of Germany Frank-Walter Steinmeier: “I am delighted that John Kerry and Sergey Lavrov after long and difficult negotiations came to unity on the issue of the truce and military cooperation”, – said the politician, who was quoted by TASS. – He called on all parties to the conflict in Syria and the region to abide by the agreements reached between Washington and Moscow, and “to stop fighting Monday at the latest”. That “all parties must ensure the effective implementation of the agreement,” said the head of EU diplomacy Federica Mogherini.

The results of the negotiations on Syria Lavrov also discussed with his Turkish counterpart Mevlut Cavusoglu, where both emphasized a mutual understanding of the importance of ceasefire in Syria and the resumption of inter-Syrian negotiations. In addition to Turkey, the agreement was supported by Sweden and Norway, and Kazakhstan: “the Republic expresses its full support for the agreement on complete cessation of hostilities to ensure continued humanitarian access in Aleppo and other regions of Syria,” – said the Kazakh government in a statement.

The head of the Federation Council Committee on international Affairs Konstantin Kosachev also stressed: “the Chance to return Syrian drama of power in the political mainstream is great as never before… – the Recent meeting of the two presidents in China gave the desired, though not yet final, but the result,” he said on his page on Facebook.

“Will the Geneva final reference point depends to a greater extent from the authorities and the armed opposition of Syria, less from a “third party”, i.e. terrorists. With them now agree will not, and it is also very important,” – said the head of the Federation Council Committee. “In a good way. Diplomacy needs to stop the war. Geneva needs to go down in history Syria,” – he stressed.

“The agreement shows that the political process in Syria has a chance,” agreed the Chairman of the Duma Committee on international Affairs Alexei Pushkov. He also reminded that the path to this agreement was laid with the beginning of Russian air operations in Syria. “This has been… to align the balance of power and encourage those who supported the armed opposition, to sit at the table of negotiations,” Pushkov recalled.
