The delegation of the parliamentary Assembly of the Council of Europe (PACE) has arrived with two-day visit to Moscow. The plans of the head of delegation Pedro Agramunt (he — and the head of the PACE) meeting with the speaker of the State Duma Sergey Naryshkin and to discuss the prospects of resuming cooperation. Recall that the deterioration in the relationship between the Assembly and Moscow in 2014 was connected with the Crimean referendum and the subsequent entry of the Peninsula into Russia. The Russian delegation was deprived of voting rights in PACE are excluded from its governing bodies. In response, a decision was taken to suspend membership of Russia in the Assembly. Would Moscow want the restoration of the lost ties, and assigned to the current visit of the PACE delegation? These issues of “MK” asked the expert.

– Cost to draw attention to the fact that the visit of the PACE delegation, followed just a few days after the statement of foreign Minister Steinmeier on the possibility of returning Russia to the “big eight”, which is now the “seven”. – recalled in an interview with “MK” the General Director of the Center for political information Alexei MUKHIN. – Both – and the words of the head of the German foreign Ministry, and the visit of the PACE delegates in my view, interrelated processes, initiated by Washington. It is a kind of policy of carrot and stick: on the one hand sanctions, on the other – the prospects for recovery of lost connections. The Russian leadership given to understand that if you go to meet Washington requirements, all will again be well: will return and PACE, and in the G8. And, of course, Barack Obama at the end of his second term will be able to write all of this in the net. I believe that actually we are talking about it. Barack Obama has almost nothing to offer as achievements of his dual presidency, with this and the reason for such maneuvering.
– As for Russia — whether our country’s participation in the PACE, or return to the format of “big eight”?
– Let me remind you that when the G8 turned on without Russia in G7 interest in the activities of this “group of seven” has dramatically faded, it became clear that this format is not quite working. In addition, Russia, focused, and developed fairly active activity at the site of the G20 – together with China – has proved that the format of “twenty” has a greater impact on global financial market conditions and global economic system. That is, the G7 just happened to be out of work. Similar is the situation with PACE. Without Russia, without the Russian factor in European politics is flawed, and don’t see it only people who are minded to discriminate. In this regard, judging by the fact that Moscow has never raised the issue nor on the return to the group or to return to the PACE of Russia is in General not necessary. Yes, this is for us a tool of influence on our Western partners, but this is the tool from which we, by and large, unable to refuse in favor of other tools. In particular, in favor of a global partnership with China, Japan, Vietnam, and other more interesting projects.
