Trishkin salary: to increase public sector wages, will have to cut them

But how to fulfill orders, if the “no money” and essentially decided to freeze the Federal budget for the next three years?

This is not the poorest region — St. Petersburg. On the website of the city administration reported: according to the results of the second quarter of 2016, the wages in kindergartens of the region is 97.5% of the average wage in the General education system. Wages in schools — 104,5%, the salary of a cultural worker — 104,6%, the salary of a social worker — 82,1%, employee of the medical institution with the higher education of 151.6%, nurses at the hospital of 61.9%, nurses — 99.8% of the regional average wage. It is obvious that in 2017 it is necessary to substantially increase the salaries of some categories of state employees, if to talk seriously about achieving your goals!

“Depending on the year from 70 to 80% of all costs to the presidential decrees has lain on the shoulders of the regions. And the situation with their budgets is not improving,” — said “MK” Director of regional program of Independent Institute for social policy Natalya Zubarevich. “In almost half of subjects of Federation budgets scarce, and I’m afraid by the end of 2016 we will see the same story as the year before, when the end of the summer the region’s debt the same as it is now, is not growing, but by December, it was because it was necessary to pay for government contracts, and had to borrow. You can welcome the good wishes of the representatives of the individual departments, but with the implementation of the decrees themselves can handle only 6-8 of the richest regions”, — the expert believes.

The main problem is lack of funding: this conclusion was made in the report of the accounting chamber for 2015. Speaking in the Duma in may 2016, head of the SP Tatyana Golikova also said about the sorry state of regional budgets: in 41 subject of the Russian Federation, the deficit exceeds 10% of its income, in 14 subjects of the Russian Federation’s state debt is more than 100% of its income excluding grant aid. In many ways, said the head of the SP, this is due to the transfer to regional level cost powers that do not ensure proper financial resources.

The obligation to fulfill the President’s decrees, the value of which no one in the center is not pre-computed, has seriously compounded this problem. Now we need to boost the task.

But how?

Significantly increasing targeted transfers from the Federal budget?

Hard to believe in the possibility of such a decision.

How would raising wages in the different kinds of statistical tricks?

In the past year, the government already did. The resolution was amended method of calculation of the average accrued salary in the country, with the result that this indicator decreased by 13%. Thus, the ratio between public sector wages and the average wage in the region if not grown significantly on paper, at least, the gap has not increased. It’s hard to say whether it is possible to invent still something similar…

If you need to share the same amount of money for a certain number of people, increasing the percentage each recipient will have to reduce the number of these recipients.

The reduction in the number of state employees turns out to be a load increase on each remaining at work. In one of the districts of the Tver region, for example, the rate of middle school teachers (18 lessons per week) — 7500 rubles. The rate of a teacher with a surcharge for a higher category — 12 750 RUB per month. How many hours the load will allow to obtain the average for schools salary (29 382 rubles)?

Ms. Zubarevich believes that “in October-November, after the election, almost certainly we will see a serious reduction of social expenditures in the regions and as a consequence — reducing the number of employees and the network of social institutions. The implementation of presidential decrees will be achieved by reducing the accessibility of basic social services to the population.” “Other ways to achieve the stated targets formally, no,” she said.
