But how to fulfill orders, if the “no money” and essentially decided to freeze the Federal budget for the next three years?

Ms. Zubarevich believes that “in October-November, after the election, almost certainly we will see a serious reduction of social expenditures in the regions and as a consequence — reducing the number of employees and the network of social institutions.
