The state will retain control of the giant shipyard to be built in the far East

Shipyard Zvezda in the far East, which should become the largest civil shipyard of the country, promise to finish, despite the departure of the Korean investor and the disruption of construction terms. United shipbuilding Corporation (USC) is likely to retain a blocking stake in the consortium to build a shipyard “Zvezda”. On Monday said the Vice-Premier Dmitry Rogozin.

Plant “Zvezda” is a military enterprise that is now engaged in the repair of nuclear submarines, but by 2018, it needs to be the largest civil shipyard in the country. However, there is as yet no approved plan for the modernization of production, no clear funding, said the President last week Vladimir Tsybin, acting Director of the far Eastern center of shipbuilding and ship repair.
Meanwhile, it is at the shipyard “Zvezda” will have to build ships for the implementation of strategically important project – the development of the Arctic shelf, in particular the huge tankers with displacement up to 350 thousand tons and offshore platforms. At the plant “Zvezda” will have to build by 2020, 115 vessels intended primarily for deposits on the continental shelf and the transportation of gas and oil.
The fate of the plant “Zvezda” has become one of the main themes of the presidential meeting, as USC made a failure of the timing of the construction of the shipyard due to problems with financing. Two weeks ago, Deputy Prime Minister Dmitry Rogozin said that the delay in the construction of shipbuilding complex “Star” is 14 months.
The main reason that the project came to Korean investors. Rogozin, in April criticized the leadership of the USC for the failure of the construction, saying that puts the project on the “manual control”. According to him, to complete the project on construction of shipyard “Star”, you need more than 100 billion roubles (3 billion dollars). Thus today it is already spent 9 billion rubles, there is exposure to contractor in the amount of 2 billion rubles, said the Minister of industry. According to him, it is possible to reduce the cost of the project if construction will take place more rapidly.
According to Rogozin, the authorities want “to create a highly effective Corporation shipbuilders of the country, which will navigate both the civilian and military shipbuilding.” According to him, cross-financing, which must be organized within the Corporation, will raise the civil assets at the expense of the defense order, and when he will decrease after the renewal of the fleet, on the foreground there will be the full establishment of marine technology.
“So the balance is equal to the shoulders of a Corporation is a task set by the President”, – noted Deputy Prime Minister. In his opinion, “this is the only way that we will be able to manage to place on their own capacity orders for the establishment of such marine equipment operating on the Arctic shelf”.
As the Director of the far Eastern center of shipbuilding and ship repair (dtsss) Vladimir Tsybin on Friday at a meeting with the President, it is assumed that at the shipyard “Zvezda” will be built not just large tankers, and a unique fleet of ice class with the use of innovative technologies and science-intensive developments. This nuclear-powered icebreakers, ice-resistant platform, tankers, LNG tankers, chemical tankers and auxiliary vessels of an ice class. This shipyard will be the largest in the country’s shipbuilding industry. For comparison: the largest in Russia the plant “Sevmash” in Severodvinsk build vessels with deadweight of up to 60 thousand tons.
Russia has decided to abandon the futile competition with China, Japan and South Korea, where mass-producing the court for General use, including heavy. Plant “Zvezda” will focus primarily on the provision of domestic high-tech order from the Russian oil and gas companies. So, according to the presentation of USC in 2009, the customers of the shipyard are not only Rosneft and Gazprom but also NOVATEK, Sovcomflot and Primorsk shipping company (PMP). They have ordered gas tankers, drilling rigs and platforms, and tankers. And time many orders until 2015.
The creation of serial production, coupled with strict contract and technological discipline can reduce the cost of processing of metal at the shipyard “Zvezda” to 1 dollar per kilogram. The construction of the plant is expected to be in three stages – from 2009 to 2018. In the first phase by 2016, it will be possible to collect the bulk section for vessels weighing up to 145 thousand tons, ship structures weighing up to 300 tons and vessels launching weight up to 13 thousand tons. The second phase involves the construction of a dry dock and workshops saturation volumetric sections in order to make the construction of large-capacity vessels of up to 300 thousand tons. The third stage of the construction of the shipyard involves the construction in the village of Mysovoye dry dock and workshops saturation for the construction of offshore production, offshore production platforms.
The second and third stages will be built in parallel, the construction will be completed in 2018.
“The shipyard will specialize in the construction of ships and equipment to be used in the development of hydrocarbon resources of the shelf, so it is logical that it will be controlled by Rosneft and Gazprom, the state-owned companies, which are still the only one who has access to work offshore” – says the analyst “Investkafe” Timur Nigmatullin.
Membership in the shareholders, partners of Russian companies, both commercial and technological, will help to attract investment and motivate to complete the project on time, he said.
“I don’t think if the plant was not built, the offshore development would be stalled, as did the Arctic is a strategically important direction of development of industry and economic development of the country and attract foreign investments”, – said Nigmatullin.
