Doindeksatsii pensions in 2017 would be unfair for the part of the Russians

Dmitry Medvedev at a meeting with pensioners once again assured that in 2017 the government will return to the indexation of pensions to the level of inflation achieved, and commented on by the recent decision to replace doindeksatsii pensions in 2016, a one-time payment in the amount of 5 thousand rubles. According to him, such a payment is “absolutely fair” and better than indexing, which is “smeared with a thin layer” and “not felt”. We tried to figure out whether this is so.

According to Dmitry Medvedev, he believes one-time payment in the amount of 5 thousand rubles “absolutely fair” because, unlike traditional indexing, it will receive all retirees and working and non-working.

Now, for example, if a citizen sat in Parliament from one year to 3 years, he is entitled to a monthly Supplement to the retirement pension in the amount 55% of the monthly remuneration of the Deputy.

But if more than 3 years — 75% of the monthly remuneration of the Deputy.

This is the fee (unit of account, which by multiplying by a ratio, it turns out the real salary of MPs, Ministers and senators) in the autumn of 2014 by the decree of the President identified in 82 thousand rubles per month. 75% of which is about 60 thousand rubles. However, during the crisis, the earnings of deputies and Ministers reduced by 10% in order to save budget funds, but still their pensions taking into account this additional cost is much higher than the average accrued pension in the country (it is, according to the Pension Fund, from 1 February 2016 is 13 of 100 rubles per month).

It should be noted that for the deputies of the new convocation elections which will be held on 18 September, the rules for privileged pensions will be strengthened: the recently adopted law promises a an additional payment in the amount of 55% of the monthly remuneration of the Deputy only those who have worked in Parliament less than 5 years, and 75% – having the parliamentary experience of 10 years or more.

But even if we’re not talking about highly paid and privileged Russians, it is hardly fair will seem the same payment to those who receive slightly higher than the national average, a pension and had a right to expect a little more indexing simply because longer worked and perform more skilled or hard work…

The Prime Minister said that the payment in 5 thousand better than indexing by 8 percent in the last few months of the year: 5 thousand, they say, you can buy something “for the holiday”, and indexing, smeared with a thin layer, no one will notice.

And in these words there is a logic, because many Russian pensioners receive pensions below the same average calculated for the country. Retirement pay less than a living wage of the pensioner established in the region (it is determined by local law) is impossible, even if the accrued pension is less.

If the regional subsistence level equal to or below a Federal living wage of the pensioner, until the desired level is paid by the Federal center. If more Federal subsistence minimum of a pensioner — the difference between the Federal and regional indicator covers the budget of the Federation.

On the website of PF of the Russian Federation States that the Federal subsistence minimum of a pensioner in 2016, set at 8 803 rubles a month. Of course, receiving the money 5 thousand rubles — a respectable gift. Indexing at more than 8 percent of monthly payments until the end of 2016, citizens with small pensions would give less.

But the one-time payment does not increase the size of pensions in General, which the government promised in 2017, the index has been made in 2016, the rate of inflation!

Therefore, devised the scheme (a lump sum payment plus the planned indexation, but only next year) will allow the budget to save more than 100 billion rubles.

Mr. Medvedev said that a lump sum will require about 200 billion rubles, and the indexation of pensions in 2017 — about 260 billion rubles. A total of 460 billion roubles.

According to experts, if the end of 2016, the government made doindeksatsii pensions before achieved in 2015 inflation at 12.9%, then in 2017 have indexed they would have made in 2016, the inflation rate (it will, according to forecasts, much less), it would require about 600 billion rubles.
