Check the combat readiness of the Russian army, launched by the President — the Supreme commander on 25 August, has affected not only the troops of the southern, Western and Central military districts. It has attracted a number of Executive authorities in the regions, defence companies of the South of the country, as well as purely civilian agencies — the Ministry of communications, Ministry of Finance, Ministry of industry and trade, and even the Central Bank of Russia.
“Concern” about the beginning of this large-scale test was already expressed by the representative of the Pentagon, in response to the Russian foreign Ministry asked the American colleagues not much to worry about. And now, when it became aware of the involvement in the exercise of civilian agencies, including the Central Bank of Russia, in the Internet space, surely we should expect a wave of hysteria: Russia is preparing its economy and financial system to full-scale war with the West!
Basically, if you remove the emotions going wild, we would have to admit that such a promise has a right to exist. But for a country which cares for her defence, there is nothing criminal. After all, the era of modern warfare for a long time already does not involve traditional methods of armed struggle in the battlefield face to face meet major military factions and fight to the last drop of blood. In modern war, victory is achieved mainly through the destruction of the economic potential of the enemy. Enough with the help of strategic strike forces, precision weapons, to inflict a heavy defeat on the means for a retaliatory strike of the enemy, to destroy key military installations, electricity, communication, simultaneously using techniques of information warfare to demoralize the population, to destroy the financial structure and political system of the state of the enemy will fall apart by itself.
If the state, through large-scale exercises, work out ways to counter such a development, who is willing to condemn for it is the power of such a state? I think the only one who would like to destroy it.
In addition, it should be noted: the participation of civil structures in such maneuvers — not the first case in the history of their conduct. In the USSR this happened regularly, and heads of local administrations were even members of the military councils of military districts, located on their territory. Then, when the country suffered a major structural and economic changes, such interaction between civil and military was destroyed.
The revival of this practice happened relatively recently, with the advent of the military Department Sergey Shoygu. On hearing the episode of the same major exercises 2013, when the aircraft of the military transport aviation (VTA), which sets the troops and equipment, not allowed to sit at the airport Khomutovo in Yuzhno-Sakhalinsk, demanding the military advance which had been delayed 10 hours. And everything was done absolutely legally, as under the former Minister of defence of the airfield from the military was transformed into a commercial, and as complained by the military, “order of providing aircraft VTA on the aerodromes of civil aviation has not been defined”.
Then it became clear that this uncertainty not only on airfields and other important terms of the defense of strategic facilities, can play a crucial role in wartime. The problem needed to be addressed drastically and quickly.
Soon on the initiative of the military Department have made a number of amendments to the Russian legislation governing these matters, and on Frunzenskaya embankment in Moscow, the national control centre defense of the Russian Federation — structure, subordinate to the General staff, which was intended to become the main coordinating body of the military life of the country. After that, virtually all major military exercises, which take place in our country, began to attract a variety of civil structures to determine their objectives in a period of threat.
So, for example, the exercises “Center-2015” the Supreme Commander instructed the defense Ministry jointly with the Main Directorate for special programmes to carry out an inspection of the Ministry of health, Ministry of agriculture, Ministry of industry and trade, the Federal medical-biological Agency, the Federal Agency for fishery and reserve, as well as the administrations of the Republic of Bashkortostan, Novosibirsk, Samara and Chelyabinsk regions regarding their readiness to perform tasks in wartime. How, then, said the chief of the General staff Valery Gerasimov, “the exercise, considerable attention must be paid to issues of joint training of the Armed Forces and bodies of state power.”
However, at the end of the exercises, wide information about the results of such interactions usually do not provide the military, citing privacy. Which begs the conclusion that in this question not all of us are still smooth, and therefore work in this direction so much.
And now, as it became known, to conduct regular exercises of the involved structures such as the Ministry of communications, Ministry of Finance, Ministry of industry and trade, and what upset everyone — the Central Bank of Russia. Specific information regarding the participation of these agencies is quite stingy. In particular, the Central Bank had said only, that it is the test for the first time to decide “questions of financial security forces in isolation from permanent deployment sites involving field institutions of the Bank of Russia.
The challenge, of course, necessary, but, in the framework of such large-scale maneuvers, it looks somehow too small. Much more interesting would be to understand, worked out within the framework of the mobilization of such games the answer to this question: in the case of threats of military invasion is happening with our reserves and their inclusion in dollar-denominated financial system? Or, for example, to answer the question: at what point threatens the period of our financiers in the so-called fork “foreign exchange reserves — gold” should be more emphasis on gold, not the dollar?
But if such moments are worked out, we will likely never know which, incidentally, is quite fair and justified, as the issues mobilization policy — especially in the economy and actions of state structures in a period of threat in any country of the world are the most guarded state secret.
