Medvedev submitted to the Duma a draft law on country farms


The head of the government of the Russian Federation Dmitry Medvedev has submitted for consideration the State Duma the draft law on horticulture, gardening and suburban farming. These changes have been waiting for: in two decades, the contradictions in the current legislation led to numerous conflicts.

The text of the bill published on the Duma website. The document States that it aims at creating a transparent system of legal regulation of relations in the field of gardening, horticulture and suburban farms and brought into line with the civil, housing, land and urban development code.

The essence of the reform of the previously analyzed “MK”. In particular, it was noted that many country towns still exist as “non-commercial associations of citizens”, while this term has long been removed from GK.

Also introduces the new concept of “garden house”, to accommodate which will not need to request a building permit.

In addition, garden can be used for house construction (individual housing construction), while in the vegetable plot of land allowed the construction of only commercial buildings.

Another innovation was the article on membership dues. Currently garden Association independently determines the fees, which often leads to conflicts between neighbors.

The authors of the document proposed to set the tariff on the basis of land area or total area of the house.
