Report McLaren on alleged doping system in Russia – an outright falsification, said the Minister of sport Vitaly Mutko, promised to initiate a number of trials. “A mixture of speculation and fiction” called the report and other experts. But international politics has firmly entered the sphere of sports, so that attacks on Russia will continue.
The report of the independent Commission of the world anti-doping Agency (WADA) under the leadership of Richard McLaren about doping in Russian sports are rigged, said the Minister of sport Vitaly Mutko. “We had to get this report, it was difficult to do, but we got it transferred. Next week we’ll start to give a legal assessment”, – he said.
“The last four years we see that more and more in the sports movement starts to interfere with politics”
The conclusions of the report have already been made. “The findings that he falsified. His legal technique does not withstand any criticism”, – said Mutko, noting that Russia will have something to say to WADA and the IOC. “Selectively we will go to the civil courts. Those who wrote these lies will be prosecuted. And we will also refer to the manual of the Swiss company, which produced the jar for sampling. We want to make public the assessment of products”, – said the head of the MST.
“The last four years we see that more and more in the sports movement starts to interfere with politics. We saw it in football, when it was nearly destroyed by the World football Federation is the last event of FIFA, when one law enforcement system intervenes in the activities of the public organization, which brings together 205 Nations in the world, and dictates his own terms” – quoted Mutko “Match TV”.
That the report of McLaren – “a mixture of fiction and speculation” has already been stated by Russian experts. So, a member of the Commission on sports law Association of lawyers of Russia Anatoly Peskov said: “If assertions are made on the results of detection by banks with doping samples scratches, it should at least be carried out a forensic examination that will tell if there is scratches as a result of opening the banks, if Yes – when the Bank was opened”. “But nothing like this report does not contain similar defects in the document mass”, – quoted the expert portal BAFS “the Economy today”.
Earlier, the international Paralympic Committee (IPC) made the decision on non-admission of Russian athletes to the Paralympics in 2016 in Rio de Janeiro. And on Tuesday the court of arbitration for Sport (CAS) rejected the claim of the Russian Paralympic Committee (RCC). “Any right is not justified. These political decisions – sanctions, isolation – began to travel back to the sport. The gross political intervention in the sports movement, not based on the law, the introduction of the movement sports two such concepts as the abolition of the presumption of innocence and collective responsibility, is unprecedented. In law there is no such”, – commented Mutko.
“If the Olympic movement has turned to defend the Russian national team in the Paralympic movement, the international Committee usurped all the power – he said. – IPC does not want to listen to what he says the international Federation of archery, which has no questions to the archers from Russia. Just, according to their Constitution, the Committee decides for himself. International federations are almost there.
According to the Minister of sports, “is almost the sole decision of the President of the IPC Philip Craven”, “phone called the members of his Committee, and they made that decision.” But now, Russian Paralympic Committee (RCC) “contemplating methods of protection”, having the state “legal, organizational and material support.” Mutko, however, believes that the attacks on the Russian athletes will not stop. “We see that work against us will continue ahead of the Olympics-2018. Methods are clear. There will be an attempt to discredit our results in Rio,” said the Minister.
Earlier, speaking on the report of McLaren, Mutko said: “We do not have a list of persons involved in the participation in the falsification of the doping tests that are referred to in the report. The head of the independent Commission WADA Richard McLaren also refused to provide the International Olympic Committee with specific evidence of violations of anti-doping legislation in Russia”, – quoted the Minister TASS. As a result, they simply “can find in the list (McLaren – approx. OPINION) any name that they “forgot”, and we will have to defend itself.”
We will remind, in July the Commission under the leadership of WADA expert Richard McLaren introduced the report, which stated that Russia allegedly used the system to conceal a positive doping sample in 643 cases from 2011 to 2015, it involved athletes from 30 sports. The Moscow anti-doping laboratory (RUSADA) supposedly protected Russian athletes took doping during the Olympic winter games in Sochi and the sports Ministry was in charge of the manipulation. WADA also said that the Sochi anti-doping laboratory used a unique method of substitution of samples, and this process involved the FSB. In addition, it was reported that a decision on the manipulation of doping samples was received by the Deputy Minister of sports of Russia Yuri Nagornykh, and the Minister of sport Vitaly Mutko was allegedly aware of this, moreover, directly affected their substitution during the Olympic winter games of 2014 in Sochi.
Earlier, on may 12 the newspaper the New York Times, citing Gregory Rodchenkov reported that doping at the Olympic games in Sochi allegedly used 15 Russian prize-winners of Games. Rodchenkov said he developed a special “cocktail” of three illegal drugs, which gave dozens of Russian athletes – participants of the Games-2014. Mutko called information New York Times absurd.
Thus, despite the vulnerability report for the critics to prove their case Russia will be difficult, said Anatoly Peskov. “I don’t think we will be able to succeed in the European court of human rights or the Supreme courts of Switzerland and Germany, on whose territory is located the IOC and the IPC. In the European court complaints can be dealt with over the years. Yes, and it is doubtful that the court may consider such things is not within its jurisdiction”, – quotes its words of BAFS “the Economy today”. According to the lawyer, in this situation, one can appeal only to the Board and the General Assembly of the international Paralympic Committee. But it was there and made the decision on the suspension of Russia’s membership in the IPC, so also unlikely to have to rely on objectivity.
“The leaders of these organizations have discriminated Russia for political reasons, – said the lawyer. – All the events showed that the international sports legislation needs to be improved. It is necessary to strengthen the role of Interpol and other agencies in the investigation of offenses in the sphere of international sport. It is necessary to create a new independent international jurisdictional authorities in the proceedings and investigation of disputes and to change the mechanisms of the international sports organizations to exclude political pressure, – the expert said. – Biased managers, vmeshalsya policy in sport, needs to resign. The Russian officials who allowed the failures in the organization of anti-doping work and did not ensure the legal protection of our athletes.”
“We are seeing a dangerous recurrence of political interference in sport – said earlier, Russian President Vladimir Putin, commenting on the report. – Yes, such intervention has changed, but the essence is the same: make sports an instrument of geopolitical pressure, the formation of a negative image of the countries and peoples. The Olympic movement, which plays a huge unifying role for humanity, again may be on the verge of a split”. He also questioned the veracity of the information received from the informant to WADA, the former head of the Moscow anti-doping laboratory of Gregory Rodchenkov – “man with a scandalous reputation.” “Against him in 2012, it was initiated a criminal case on the violation of anti-doping legislation,” – said the head of state.
The President said that officials named in the report WADA direct performers, “will be temporarily removed from office until completion of the investigation.” Press Secretary of the President Dmitry Peskov said that the removal will not affect the Minister of sport.
