In the Kremlin there is no Protocol governing night meeting

Vladimir Shevchenko, head of Protocol during Soviet President Mikhail Gorbachev and first Russian President Boris Yeltsin said that the Kremlin no documents regulating the meetings of the President. According to him, it all depends on how the first person, reports of NSN.
