The Prosecutor General’s office organized daily receive complaints about violations of the election

The election campaign in the state Duma has just begun, but prosecutors have already fixed the violations associated with the formation of voter lists, campaign Finance and campaigning. This was discussed on the forum of the Prosecutor General “Election 2016”. The participants believe that amending the electoral legislation has exacerbated political competition, which also facilitates the holding of elections in accordance with the law.

The participants, among which, along with the Prosecutor’s office were representatives of the expert community, the CEC and the Federation Council, discussed the changes in electoral laws and their impact on the current campaign.

The chief of the GP to supervise the execution of Federal law Anatoly Palamarchuk noted that with the start of the campaign, prosecutors are closely watching observance of laws, especially in the formation of election commissions and campaigning. Prosecutors have organized to receive reports of violations during the elections, said the press-Secretary of Department Alexander Kurennoy. “On August 20, the General Prosecutor’s office organized for the reception of citizens on possible violations during the elections. The reception is daily and weekends. It will last until September 20,” said Kurennoy. He stressed that the Prosecutor General’s office opened for work on the interaction in the prevention of violations during the elections as citizens and candidates, observers and, of course, journalists.

In turn, the head of Department on supervision of observance of the rights and freedoms of citizens, the main Department for supervision over execution of Federal legislation Larissa Kopteva has announced that in the regions there were revealed the facts of violations related to the inclusion in election commissions of persons having outstanding conviction. “The Prosecutor’s office of the Republic of Crimea identified such a person who is a member of the territorial election Commission. And the Prosecutor’s office of the Saratov region revealed four people with a criminal record. Prosecutors were excluded from the Commission, in accordance with the powers,” said Koptev.

Senator Oleg Morozov, who previously participated in the work on improvement of electoral legislation, called public Prosecutor’s supervision much more meaningful than it was previously. The main idea, which is laid in political life, he believes no elections as such, but “the legitimacy of the elections, strictly in accordance with the law”. A member of the CEC, the head of the working group on information disputes of the Maya Grishina, speaking at the forum, reminded that the media is free to choose forms and methods of media coverage, however they are required to submit accurate information and to maintain a balance in the activities of election participants. She cited the example of radio station “Echo of Moscow”, which decided to interview the leaders of all 14 parties participating in the elections (after the charges against her to be sympathetic to the liberal democratic party). According to her, if media coverage of the activities exclusively to a single party or candidate, whether negative or positive interpretations, such practices “unacceptable.”

“If you look at current reports on candidates, in principle, I see that there is an attempt of balanced coverage. Come from different candidates. However, then some complain that they are offended in the report, but it’s all part of the current election campaign… We are seeing the desire of the media to fully cover the campaign, participants of the process,” says Gregory, adding that “all the passions” is now moved to single-member districts.

Grishina also urged journalists to more clearly comply with the provisions of the law on publication of opinion polls, indicating the essential “details”. “Some positions are sometimes not covered”, – said Grishin, adding that sometimes not published the dates of survey and number of respondents that “it is very important to understand the situation”.

Another speaker – the member of the presidential Council on human rights (HRC), the head of the Russian public Institute of electoral law Igor Borisov expressed his confidence that now to participate in the elections does not necessarily create a party from scratch, but rather to join one of the existing forces and take advantage of its electoral support. “Today there is no need to single-handedly take power. It is a recognized practice. Look at the composition of the Bundestag… Look at United States of America. The two parties!” – Borisov said, stressing that in Russia public opinion leaders have the opportunity to collect signatures and to go into power.

Borisov said that in General the HRC does not actually record refusals to register, which indicates the growing political culture. “The institutions of the observations today are involved in political competition, the political game… In this regard… the Council under RF President on development of civil society and human rights decided to establish a monitoring working group”, – he said. “We have not yet reached a specific organization structure… only now are we beginning to exchange letters with the Central election Commission”, – said Borisov.

The monitoring group members have become representatives of the Ombudsman under the RF President on human rights, representatives of the Public chamber. Borisov said that ideally the working group should include representatives of all public organizations.

We will remind, elections in the Duma of the seventh convocation will be held on 18 September under a mixed system: 225 deputies are elected on party lists (proportional system) and 225 in single – mandate constituencies (majoritarian system). August 20 began the campaign period, which will last until the day of peace on September 17, when prohibited any agitation.

The Central election Commission of the Russian Federation has registered Federal lists of 14 parties in the elections to the state Duma of the seventh convocation. We are talking about the party “Rodina”, “Communists of Russia”, the Russian party of pensioners for justice, “United Russia”, “Green”, “Civic platform”, the liberal democratic party, Party of people’s freedom (PARNAS), the Party of growth, “Civil force”, “Apple”, the Communist party, “Patriots of Russia” and “Fair Russia”. In that order of names and emblems of the parties will be placed on the ballot.

As wrote the newspaper VIEW, the new state Duma will not be like their predecessors. Not because of the seventh convocation will be many new faces (although it does happen a massive upgrade of the deputies), and by strengthening its political weight. The policy of openness and effectiveness of government, updating the elite objectively leads to the growth of the influence of the legislature.
