A new system of certification of agricultural products may lead to higher prices

The prices of basic foods — meat, milk, eggs, poultry — can in the foreseeable future rise by 20 percent. Such forecasts give the Association of veterinary doctors Webtopiclist” and the branch unions of agricultural producers. They appealed to the government a letter, which outlined concerns about the possible transfer of control over the entire food market chain from field to fork to the Rosselkhoznadzor.

As it became known “MK”, Association “Webtopiclist” uniting veterinarians and staff of academic institutions, as well as several Russian industry associations of producers (national Union of milk producers, meat processors, etc.) sent a letter to Deputy Prime Minister Arkady Dvorkovich with the request to give the Rosselkhoznadzor functions of the operator of the Federal state information system (FGIS) in the field of veterinary. It was originally planned that the operator of FGIS based system which will control all movements of food products, import, export, and document management and held anti-corruption expertise) will become the Ministry of agriculture and against such a scenario, the producers didn’t mind. However, in the last version of the draft as a possible operator suddenly appeared the Rosselkhoznadzor.

The main argument of the Ministry is the necessity of introduction into the life of a fashion innovation. These are referred to as the electronic system the Agency proposed to make part of the FGIS. This system do not use electronic signature and documents to be drawn up with them, not even void. “We are talking about hundreds of thousands of certificates that the Rosselkhoznadzor is forced to issue, without legal grounds”, — says the head of the Association “Webtopiclist Lilia Surgucheva.

But other alternatives yet. This leaves only 2 years before electronic veterinary certification will become mandatory for all. In the end, if by 2018, just do not have time to create a new system, market participants will have to use the tools of the Rosselkhoznadzor.

“The introduction of electronic veterinary certification in such form, as suggested now, big mistake. It will bring huge problems to farmers and consumers,” — said the “MK” the farmer in the Novgorod region, Chairman of the Association of milk producers of the region Alexander Fedorov. Producers and processors of milk today and already find themselves in extremely tough financial conditions. Fedorov says that, if you enter offered by the Russian agriculture system, farmers in a worsening of the crisis will have to spend the money for a new program to train additional staff to work on it: “cost is, of course, will fall on the consumer’s pocket. According to our estimates, milk and dairy products will rise by at least 20%. Information programme for the introduction of electronic certification should be carefully designed and developed by experts of Minselhoza and veterinarians with the involvement of producers and processors to all the nuances of the process technology were taken into account. A highly specialized program that we are trying to impose, will not help. It will end the fact that the certification will have to cancel his hastily, as hastily she is going to enter.

In addition, experts say, the system of control in the same hands can lead to the growth of corruption and hacker attacks. After all, without the electronic signature is the only recognized government of the equivalent of a signature and of the guarantor authentication — any movement of goods, the freshness and the reliability of the manufacturer will cause doubt. And no buyer is going to be immune from what is on the shelves get dangerous products whose expiry date, and the details of examination of safety could be the case in this system.
