The seventh convocation will reveal fundamentally new State Duma

The new state Duma will not be like their predecessors. Before the election of a new Parliament in less than four weeks – and after a couple of weeks, the State Duma of the seventh convocation will gather for its first meeting. In October we will see a new Parliament, and its novelty may be much greater than it seems now.

No, the seventh Duma will not “revolutionary”, as I would like the opponents of Putin – it supporters of the President will result in sustainable constitutional majority (i.e. more than 300 votes). But what about the separation of powers? Because we have a government, subordinate to the President, and the Duma approves only the Prime Minister can not influence the composition and policies of the Cabinet. Yes, we have a presidential Republic, but who said that the President does not want the Duma more influence on the work of the government? Separation of powers does not mean constant conflict and especially war between the branches of government. As the party device of the Duma does not mean that parties cannot agree to horse-trade on that until the adoption of the necessary laws. Moreover, it is through the harmonization of interests of different groups of society – and of the party, ideally, should accurately reflect and protect the interests of different classes and social groups – and needs to develop a better motion vector of Russia.

This does not negate the enormous role of the President, i.e. the head of the Executive power – but, on the contrary, provides the only real opportunity for their execution. If to speak about a specific President, Putin, he never imposes on society of any scheme or ideology. Patriotism and protection of national interests can call ideology only our liberals-cosmopolitans, because in reality it is the “state minimum”, which by default, that is a completely natural way, should confess all working for the state people. Putin does not offer society schemes – instead, it expects the companies various ideas and proposals for the development of Russia.

And I think, strictly speaking, should be the place where these ideas, suggestions, discussed plans, run-in, embodied in laws or just are being adopted by Executive. Of course, in close contact with the government.

Well, it’s a pure abstraction – but the reality is different, say liberal critics of Putin. The Kremlin imposes on their projects and the ideology of the Duma, and it is their “stamps”. In this scheme, there’s one logical disconnect. After all, the same “liberals” believe the Duma is far more jingoistic than the same Putin – that is, as in 1996 (and a hundred years ago), based on the fact that “Supreme power is the only thing that protects us from an angry people.” The Duma is not a reactionary and not a manual, it is only sufficiently reflects the prevailing social mood.

And the fact that the sixth Duma is so often supported presidential proposals mean not that she’s so driven, and that the Kremlin offers something that meets the interests of most people. Because Putin wants to build something that takes the people, not to impose on him what he rejects.

And how to be with the government, financial and socio-economic units which are criticized in the Duma? Then Putin does not take into account the people’s opinion? Here is the exam, that is the essence of fiscal policy – does not fit with the opinion if not the majority, a very large part of society.

But here comes the right choice of the head of state who determines the policy of the government. If the company has the opposite point of view, from which you cannot compromise come to the third, middle way – he must dwell on that which seems to him more correct. So it was with the same exam. And in the end we see that the same power all these years more and more changes in the right direction, abandoning the guessing game in favor of creative thinking.

The same thing is happening with the financial-credit policy. It is impossible to “just” find a middle way between capitalism and socialism, but even between Kudrinskaya and glazewski models – and only the Russian economic thought can formulate the correct path of development of national economy. And to do so within the framework established under the President economic Council and the State Duma.

And most importantly, why change the relations between the Kremlin and the Duma between Duma and the government: changing ourselves of the challenges facing the government. In the zero years Putin had just to stop the fall, collect pillaged resources and powers – and the Duma, which was trying to use as a platform for revolution and redistribution of power in the country, was largely not an assistant, but something interfere underfoot, distracting his demagoguery from the real work to bring Russia into a manageable condition.

Putin himself has needed it over the party struggle over corrupt officials. In 2011 he creates the popular front. But then the new Duma could not occur, because then, in 2011, the most influential part of the “elite” tried to use the elections to the state Duma as a pretext to get rid of Putin, is preparing for presidential elections.

But elected as a President and changing the team in charge in the Kremlin’s domestic policy, Putin began the same policy of nationalization of the elite, the most important of which was a course on fair elections, competitive and open. Crimea has led to the emergence of a new, non-partisan Pro-Putin majority in the society.

The deputies both at the Federal and local level were a “separate business” – and in the new Duma it will manifest fully. The new Duma will have a much larger impact on all stages of the legislative process, and the work of the Cabinet of Ministers.
