Ukraine has resumed the interrupted debate on the introduction of peacekeeping forces in the Donbass. New package of necessary documents already prepared. Now, however, Kiev has decided to go the other way and asked for help from the armed contingent of the United Nations, not the OSCE observers, who previously were skeptical of the Ukrainian venture.
UN Secretary-General, however, also not happy that the Ukrainian idea. But, in the opinion of the representative of the country at the UN Volodymyr Yelchenko, the matter remedied. It is only necessary dozhdatsya resignation of ban Ki-moon. “I really want to quickly have passed these three or four months, so we had another Secretary-General of the UN, which you can get and much more serious talk about our problems,” — said Yelchenko during a meeting of the press club of the foreign Ministry. He noted that while Ukraine itself is not beneficial to fast consideration of documents concerning the introduction of peacekeepers. However, the diplomat said that already prepared the projects: confirmation of the UN office in Ukraine, “special representative of the Secretary General and the mediation of the Secretary-General of the organization.”
In an interview with “MK” political analysts doubted that the peacekeepers still send in DND and LNR, and also told why Kiev refused the assistance of the OSCE.
Vyacheslav Kovtun, Director of the research Center for social processes Expert:
– Diplomacy is the search for possibilities. If the peacekeeping mission of OSCE there are objections, for example, from Russia, need to seek help from the UN in organizing such a mission. It’s a long process and it does not mean that the mission will sent to Ukraine. At the same time, it indicates the activity of Ukrainian diplomacy and the search for all possible ways to achieve a lasting ceasefire. The Minsk format is frozen, as we do not see any concrete progress from the contact group next meeting to be held on August 26 in Minsk. In politics, historical figures, leaders, contact certain expectations and decisions. As ban Ki-moon suspended from participation in the conflict settlement, the UN, Ukraine expects that the new Secretary General will be more active in this matter. The same can be said about the outgoing American administration.
Denis Denisov, Director of the Ukrainian branch of the CIS Institute:
-The approach of Ukraine has changed since the implementation of the first variant involving peacekeepers of the armed contingent of the OSCE, as it turned out, is not currently possible. This idea is not found response from the majority of the members of this organization. Rather, it was a slogan from the Ukrainian authorities. A new proposal about the participation of “blue helmets” of the UN in resolving the conflict, the Ukrainian government is changing tactics and rhetoric. But even technologically Ukraine has almost no chance of a similar event. Statement Yelchenko nothing more than a “wishlist” from the Ukraine. It is very doubtful that the new UN Secretary General will support such an initiative. The procedure is the dispatch of a peacekeeping contingent in the specific region of the world includes not only the desire of the Secretary-General. This statement is newsworthy, which Ukraine wants to enter on the discussion agenda in the framework of the “Norman format”, Minsk talks, to push the issues related to dialogue on a political settlement on the implementation of constitutional reforms, adoption of laws on the special status of elections in the territory of Donbass and Amnesty. The goal is to shift the focus.
