Major mobile operators demanded the censorship of instant messaging and the identification of their users


Mediacommunications Russian Soyuz (ISS), which includes the largest domestic Telecom operators, has developed the bill according to which companies that own im and email services will be required not only to identify their users, but also to censor the correspondence, removing it from illegal informatsiyu. The document, which has not yet been submitted to the Ministry of communications, is at the disposal of “Vedomosti”.

As explained to the edition a source in the ISS, technically the operator of information dissemination will have to enter into a contract with operators to, using their data to identify the user.

If the requirement is not observed, then, the idea of the bill, Roskomnadzor will be able to limit access to the service.

All major cellular companies-Telecom operators refused to comment, confirmed the development of the project is only at “Rostelecom”, but refrained from telling of the details.

Representatives of the Internet industry in turn, said that the bill is unrealistic and excessive. So, censorship in the messengers could not be managed because most of them use encrypted traffic and the encryption keys are on the devices of users, not the companies. Therefore, said the experts, it will be impossible to carry out the orders of the President of the Russian Federation, which in the framework of the “Spring package” has demanded from FSB to get the encryption keys in the near future.

Finally, according to representatives of the IT organizations, large Internet companies after the adoption of such a law could leave the Russian market, as it significantly limits their ability to provide services to clients. In addition, the document violates the rights of citizens and is unconstitutional.

“Vedomosti” remind that the operators is not the first time trying to limit the spread of instant messengers: for example, they had previously offered to prohibit or to license Skype, explaining that he will lose some revenue from the phone connection.
