Putin, Aliyev and Rouhani “split three ways”

It is not surprising that Vladimir Putin readily agreed to the proposal of President Ilham Aliyev “to think on three”: the Russian President is perhaps the most consistent supporter of integration. (And especially if this integration – as, for example, in the case of an Association with Iran – it can tickle the nerves “our friends” in the West). In addition, the summit in Baku was the GDP a good opportunity for face to face chat with the leaders of Azerbaijan and Iran. Immediately after arrival, he went to the meeting with Ilham Aliyev: and although for the record, according to tradition, were spoken beautiful words about the high level of relations between the two countries, there is no doubt that the main topic of the talks was the Nagorno-Karabakh. The situation there remains difficult. And after the recent events in Yerevan (recall that not the last role in the organization of the rebellion was played by the veterans of the Garabagh war, and out on the street and they demanded the authorities to stop any negotiations on the transfer to Azerbaijan of any “native Armenian lands”), the possibility of a compromise seems even more elusive. However, in Baku Vladimir Putin insisted that other way for the opposing parties there.

– Armenia and Azerbaijan should find a solution acceptable to both parties. So there were no winners, and both States felt that they had solved the difficult problem in the interests of today and future generations, – said Aliyev GDP ( And likely to repeat his Armenian counterpart Serzh Sargsyan, who is expected in Moscow on Wednesday, August 10).

It was not difficult to predict that the main topic of bilateral talks between Putin and Iranian President Hassan Rouhani. The two countries are the most consistent supporters of the preservation of the regime of Bashar al-Assad. And although full-fledged military-political Alliance between Moscow and Tehran it for a number of reasons is not, the parties continue to exchange information and interact with each other on the Syrian track. In addition, Rouhani was going to present to Putin the “plan of salvation” … a Turkish leader Recep Tayyip Erdogan, who on Tuesday arrives in Petersburg with the first post-coup foreign visit. However, from exactly who you need to save the Erdogan remained unknown. The Minister of foreign Affairs of Iran, published the agenda of the bilateral talks, was limited to a hint that Moscow and Tehran can help the Turkish leader to make the right decisions.”

Anyway, a bilateral meeting of Putin and Rouhani lasted almost two hours, and when the queue finally reached the summit in Baku, where the time in hours different from Moscow, it was already dark. “This is a historic meeting, because it involves a historically close friend of the country, and it is held for the first time in history,” austere said Ilham Aliyev. According to him, the trilateral format should facilitate the development of the economic potential of the region and strengthening ties between friendly Nations. In particular, Azerbaijan following the talks, hopes to access the development of the Iranian and the Russian shelf areas of the Caspian sea. Aliyev in his speech also stressed that he counted on the support of Russia and Iran in settling the Nagorno-Karabakh conflict. “Are under occupation 20% of our territory suffers 1 million of Azerbaijanis. The existing status quo is unacceptable,” he said. On the initiative of Azerbaijan in the final Declaration of the summit point was made about the need for “speedy and peaceful resolution of conflict through negotiations on the basis of principles and norms of international law and adopted in accordance with these decisions and documents.” As such, according to Aliyev, Baku believes that the four UN resolutions, according to which the Armenian occupying forces had to leave the territory of Nagorno-Karabakh – but they are not enforced.

Iran’s President Hassan Rouhani was Oriental ornate, but in fact said very little. However, taking into account Aliyev’s anti-Armenian rhetoric, it is specifically stressed: the Union of the three countries is created not against some other state ( Iran, like Russia, is actively cooperating with Armenia and distanciruemsa from mutual showdown of Yerevan and Baku), and in order to better use their advantages and actively develop cooperation in all areas – from tourism to terrorism.

On terrorism said in his speech, Vladimir Putin. “We think it appropriate to intensify the exchange of information on the activities of international terrorist organizations is the need for more effective suppression of transit through the territory of our countries of fighters, weapons and drugs,” – said at the summit the Russian President. But Russian foreign Minister Sergei Lavrov later explained, the change of the names of the so-called rebranding, which recently ran Jabhat al – Nusra, must not be misleading – all terrorists will be punished.

The most promising economic projects, the summit was recognized as the construction of a railway linking Iran with Azerbaijan (it will allow you to run the transport corridor “North – South” and to provide transportation of cargoes from Saint Petersburg to Indian port of Mumbai), and the interconnection of the three countries to exchange electricity and access to foreign markets. Vladimir Putin also invited the partners to come together to use pipelines to transport oil and gas produced in the Caspian sea.

However, the most important news delivered to Baku, did not concern the trilateral cooperation. Sergei Lavrov at a press conference said that Russia is concerned about the developments in the situation in the Donbass, and not opposed to the proposal of Ukraine to hold another meeting of leaders “Norman Quartet” on the sidelines of the “Big twenty” in early September. Unless, of course, “Chinese owners” will not be against it.
