The Kremlin was entangled in diplomatic relations with Ukraine

As stated on August 5, the Russian presidential aide Yuri Ushakov, the Kremlin offered Kiev does not make the new diplomat, and to discuss his candidacy. In this regard, he said that Moscow had not requested the agrement for the Ukrainian side, as it continues to wait for a “final answer” for a possible candidacy. The assistant to the President persistently avoided mentioning the presidential envoy in the Primorsky Federal district Mikhail Babich, who is considered the main candidate for the post of Ambassador of Russia in Ukraine. Instead, the statement was limited to the message that the candidate of Moscow has never made anti-Ukrainian statements, and is configured to work on improving relations between the two countries.

It is noteworthy that on July 29, the press Secretary of the President of Russia Dmitry Peskov claimed that the approval has been requested. The Chairman of the Duma Committee on CIS Affairs Leonid Slutsky 2 Aug called Babic the new Ambassador of Russia in Ukraine, which soon should come into his office.

Meanwhile, in Kiev said that no formal requests have not received and do not consider it necessary to share with the Russian ambassadors. In particular, in parallel with Ushakov in front of the Ukrainian media was made by the Director of Department of policy and communications Ministry of Ukraine, Alexei Makeyev. According to him, Russia is home to about 3 million citizens of Ukraine, of which approximately 300 people a day seek help from their Consulate in Moscow, so the severance of diplomatic relations is out of the question. But as long as Crimea remains part of Russia and there is a war in the Donbas, Kyiv will not restore them fully. In addition, Makeev underlined that the appointment of a new Ambassador has always been a non-public process, and he doesn’t know whether it wanted Moscow to humiliate Kiev that announced the candidacy of Mr. Babic in advance, but whatever it was, Ukraine got out of the situation.

Recall that Kiev has recalled its Ambassador to Russia back in March 2014, since then, its diplomatic mission headed by a chargé d’affaires Ruslan Nemchinskaya. After the resignation of Ambassador Mikhail Zurabov on July 28, the Russian office has developed exactly the same situation — functions of the Ambassador now takes the chargé d’affaires Sergei Toropov. Kyiv current status quo is quite happy. But Moscow clearly expects more.

Experts told the “MK” will lead a new round of diplomatic confrontation:

Konstantin ZATULIN, head of the Institute of CIS countries:

Regardless of if it was an official request or not, Ukraine is in any case refused to accept a new Ambassador. The Kremlin understood this, so did not want to change Zurabov, who, despite his friendly contacts with President of Ukraine Petro Poroshenko, did not bring Russia any good at his post. But the sudden death of Minister-counselor Andrei Vorobyov, did further delay with the replacement of the Ambassador is impossible, as the sparrows was actually in charge of the entire diplomatic mission of Russia. In turn, Ukraine has refused to appoint a new Ambassador to continue to inflate the Russophobia and play into the hands of those who already have several years of calls for the severance of diplomatic relations with Moscow. In this regard, it is worth Recalling that even during the Cuban missile crisis, the USSR and the USA sought to find an opportunity for informal dialogue. However, as Ukraine is not completely independent in foreign policy, she can tamper with the diplomacy: the Ambassador refuses and demands something from Russia. This behavior is not a sovereign state, and ignoramus, and it happens due to the fact that Ukraine did not have their own state until 1991. However, we still can reclaim our relationships, not only with these authorities and with others who will not praise Stepan Bandera, to maintain its position.

Andrew BUZAROV, Ukrainian expert on international issues:

It is extremely difficult to explain why Russia’s leadership initially said that the agrement was, and then waives his words. Hardly was the task of intentionally misinform the society. Anyway, we are not talking about the severance of diplomatic relations. Some members of Parliament wanted to break off relations with Russia, but it would not be beneficial first of all for Ukraine, and the offer was rejected. But also about restoring respect too, no one speaks. I believe that between Moscow and Kyiv on this issue have reached some secret agreement to leave it as is. The ambassadors, but there are representative offices that carry out consular functions. For Russia there is nothing, as in connection with the situation in Crimea and Donbass Zurabov for two years, it has not been active. In addition, for Russia, it would be profitable to send to Kiev the new diplomat, as it automatically would fall under the scope of all local media. In addition, Ukraine and Russia will be able to rebuild their relationship in the future, even if the Crimea will remain under the control of Moscow, and the self-proclaimed DNR and LC will not return to the Ukraine. The situation was similar in Georgia, where, after the defeat of the team of Mikhail Saakashvili, first in parliamentary and then the presidential election, Tbilisi has maintained the Pro-Western course, but again, Russia is its main trading partner.
