To determine the degree of secrecy of scientific research committed by the Federal Agency of scientific research. Also FANO wants to take over the issuance institutions of license for conducting of works, connected with use of information constituting a state secret.

If before the issuance of licenses for the right to conduct secret research was in charge of the Russian Academy of Sciences and she was determined to include a particular work in the category of secret or not, recently, after all of the institutes moved to the introduction of FANO, this right was lost. The new governing body did not have time to empower. About the problem I remembered only after, many institutions have sounded the alarm due to the fact that they were running out of old licenses to conduct secret research, and they risk being left irrelevant.

As commented on the “MK” representative of subordinate FANO institutions, this regulatory act will be a violation of the principle of “two keys”, which was proclaimed in connection with the separation of the functions of RAS and FANO in science. “Still, all that concerns science, refers to the competence of the wounds, the source said. – How can the accountant decide, for example, questions related to the topic of nuclear reactors or create a laser gun? It is clear that without scientists, academics, Mikhail Kotyukov (head of FANO) can not cope with this task”.
