The US can extradite Russia’s bout and Yaroshenko without exchange


Moscow offered Washington to give the Russian side condemned in the USA Victor buta and Konstantin Yaroshenko. This was on the sidelines of the Forum of young diplomats said Russian Deputy foreign Minister Sergei Ryabkov. According to him, Russia, in turn, is ready to convey US prisoners in our country of the Americans. “It’s no secret that we offered to the American colleagues to use the mechanism of the Council of Europe Convention of 1983 on the transfer of sentenced persons to serve sentences in country of citizenship, the United States could be freed from the burden of detention of Konstantin Yaroshenko and Viktor bout,” quoted Sergei Ryabkov TASS. The diplomat, however, did not name names of American citizens whom Russia is ready to transfer to the United States.

The Convention, which says Ryabkov, ratified by the American side, so that the results of Russians convicted in the United States, our country is possible (as well as Americans serving time in Russia). By the way, the Convention was ratified and Russia, so at the request of the prisoners of the Americans or the Washington Moscow can give incarcerated U.S. citizens — without exchange.

As said the lawyer, turning away from serving a sentence may be filed at any time, but Bout and Yaroshenko requests did not: “They served the Russian Ministry of justice. But it was in that moment, when the term of Yaroshenko and bout’s detention was still insignificant. Then both requests were unmet”.

“MK” contacted the authorized foreign Ministry on issues of human rights, democracy and rule of law Konstantin Dolgov, however, he was unaware of any requests for bout and Yaroshenko sent recently by the Russian side.

Viktor Bout was convicted a year later — term was 25 years. He accused charged with participation in a conspiracy to sell weapons to the Revolutionary armed forces of Colombia. It is considered a terrorist in the United States, and the weapons, what was stressed by the prosecution, were intended for killing American citizens.

Pilot Konstantin Yaroshenko was sentenced to 20 years in prison in the United States in 2011 on charges of preparations for transporting a major consignment of cocaine.
