Ex-mayor Urlashov handed down a stiff sentence

Protection ex-the mayor of Yaroslavl Eugene Urlashov intended to appeal in all instances, the verdict for the defendant, who on Wednesday was sentenced to 12.5 years in prison of strict regime and 60 million rubles fine. He was convicted of extorting bribes. Protection eks-the mayor, and he considers the verdict unfair, but in the anti-corruption Committee believe that the punishment fits right in with the new practice cases of this kind.

Kirovsky district court of Yaroslavl on Wednesday sentenced one of the most high-profile corruption cases recently. On the dock were the former mayor of Yaroslavl Evgeny Urlashov, his Deputy Dmitry Donskov and Advisor Alexei Lopatin.

Donskoy is the only one of the accused, who was under house arrest, is justified (he’s already declared intention to return to politics), and Urlashov and he received serious prison sentences.

The former mayor will go to jail for 12.5 years and must pay a fine of 60 million rubles, and his Advisor was sentenced to seven years. Both will serve his sentence in a strict regime colony.

The Prosecutor demanded for Urlashov more 15 year term of imprisonment. However, the court found a mitigating circumstance the presence of the defendant’s elderly mother and an underage daughter.

During the process, which lasted almost six months, was questioned about 100 witnesses and experts – among them former Governor of the Yaroslavl region Sergey Yastrebov and the Chairman of the regional government Alexander Knyazkov. All associates Urlashov confirmed his guilt.

Recall that Urlashov was elected mayor on 1 April 2012 as an independent candidate. He won two rounds on Jacob Yakushev. After the election of the mayor the mayor was close to the party “Civic platform” Mikhail Prokhorov. His victory according to experts, was one of the few if not the only successful example of the coming to power in result of elections of the representative of the non-system opposition. Later Urlashov was planning to run for Governor. However, the head of the city he did not stay long. 3 Jul 2013 he was arrested.

According to the website of the Investigative Committee, the plot of the criminal case is as follows: Urlashov extorted 18 million rubles as a bribe from the Director of the performing municipal contracts for maintenance of street-road network of the city firm “Radostroy”, the party member “United Russia” Sergey Shmelev. In the end, the Director gave 14 million to the middleman, a certain Andrey Zakharov. The mediator was arrested and subsequently sentenced to one year and 10 months of imprisonment with a fine of 500 thousand rubles.

“In addition, during the same period of time Urlashov received from the General Director of LLC “Construction company “Artistry” a bribe of 17 million roubles from a total sum of a bribe of 30 million rubles. Illegal remuneration intended for assistance in using their official powers when deciding on the transfer of a controlling stake in JSC “Urban road management” to LLC “Construction company “Artistry”, says Investigative Committee.

Asked by the judge whether he understood the verdict, Urlashov said, “No.”

In his last speech he claimed that he had not committed any crime: “I’m a political prisoner, my views didn’t like my political opponents, and in the twenty-first century my opponents dealt with me most cruelly,” said Urlashov.

Urlashov’s lawyer Ksenia Karpinskaya, in turn, stated its intention to appeal the verdict and, if necessary, to reach the European court of human rights. “We believe the verdict is not only unfair, but cruel” – quotes its words TASS.

However, according to the Chairman of the Anticorruption Committee Cyril Kabanova, by itself, the sentence for such a long time for a crime of corruption cannot be called unduly strict. In any case, from the General practice of such cases recently, it is not distracting.

“We have today, corrupt officials do not give lower terms, – said Kabanov in his interview to the newspaper VIEW. – It used to corrupt officials used that time given in the region of four to eight years. But the situation has changed, because the corruption of the country’s leadership is equated with threats to national security. I do believe that corrupt period should be a minimum of 10 to 25 years. And we the proposal to the President was prepared”.
