How much carbon the country?

State Duma Deputy Maxim Shingarkin sent to the Ministry of foreign Affairs of Russia inquiry about the participation of Russia in negotiations on the introduction of a global payment for emissions of greenhouse gases.

Initiative to introduce similar payment belongs to the international coalition, which includes about 20 countries in the world. According to their proposal, at the global level should be introduced a special levy on companies and organizations engaged in containing carbon emissions.

According to the Institute of problems of natural monopolies research (IPEM), announced July 19 at the Analytical center under the Government of the Russian Federation, this collection will strike a heavy blow on the most important sectors of the Russian economy: oil and gas complex, energy, metallurgy, transport and agriculture. The volume of additional payments of Russian companies can be about $ 42 billion a year.

As follows from the transcript of the discussion at the Analytical center under the Government of the Russian Federation, representatives of several ministries denied that there was any discussion about the introduction of a carbon payment. However, as it became clear during the presentations, representatives of some government agencies and one of the Russian companies participated in the relevant meetings and discussions at the international level. The Deputy Shingarkin interested in, and what they actually discuss?

As stated in the report of the Institute of natural monopolies, the use of such initiatives as the carbon collection, can be a reason for the closure of many businesses and the elimination of entire industries, will lead to a reduction of hundreds of thousands of jobs.” “Additional financial burden on enterprises can be translated to the population in the form of rising prices for electricity, heat, transportation, gasoline, food, other goods and services that will reduce the welfare of citizens” — sums up the experts Iput.
