The Federal customs service (FCS) continues to improve the procedure of interaction of declarants and to introduce new technologies. Some of the last — autoregistration and autobypass, which are used in the experiment. These innovations pursue a simple goal — to accelerate and simplify the customs control, and also exclude any “human factors”.

10 years ago with a paper Declaration on the hands had to come to customs and long wait for the verdict of the inspector. Now everyone wants to save time. Therefore, the interaction of the declarant with the customs authorities takes place in the comfort of your office or home in electronic format. Such a Declaration for goods (DT), filled via the Internet, logs in automatically and if everything is correct, is fed to the control inspector. The validity of its electronic signature, the fact of payment of customs payments and the presence in the registry of the necessary documents checks the computer program. If the registration of DT is not identified mistake, then, unfortunately, everything goes back to manual mode, and there’s not to avoid a meeting with the inspector.
Electronic Declaration of exports and imports of goods recently valid throughout the territory of Russia. The total number of declarations for exported goods registered on 17 July 2016, the automatic mode is more than 217 thousand units, more than 30% of the total number of applications. Electronic Declaration of imports was introduced just three months ago, but the customs authority has received them more than 5 thousand DT. Automatic registration takes about 20 to 40 seconds.
According to the head of the main Department of organization of customs clearance and customs control of the FCS of Dmitry Zhukov, during the experiment had not received any negative feedback. “In may 2014, that is, when the first electronic Declaration, never had to cancel a decision taken by the machine. It says that the algorithm works correctly”, — he stressed. Zhukov also noted that by 2017 the technology of auto-enrollment could become dominant.
Encouraged by the success, the authorities of the FCS decided to implement and autobypass, which is essentially a continuation of the auto-registration DT. So autobypass for exported goods is used in all customs offices, but on imported goods — is not covered. There is one caveat: if the DT auto-registration procedure is available to all participants of foreign economic activity (FEA), autobypass — only organizations with a low level of risk. Therefore, customs is trying to protect themselves from fraudulent transactions.
Let’s hope that the implementation of these technologies will help to eliminate possible subjectivity on the part of officials in the customs, minimize the number of errors made by traders when declaring goods but also significantly reduce the time of customs operations. So far, however, technologies are applied in test mode, but with the entry into force in 2017, the Customs code of the Eurasian economic Union, this practice may become widespread.Related posts:
