Instability in Abkhazia led to the resignation of its curators

According to some media, the presidential Department for socio-economic cooperation with CIS countries, Abkhazia and South Ossetia, which oversees Vladislav Surkov, have been personnel changes. Dismissed two officials: Deputy head of Department Ivan Boltenkov and employee of the same Department Anton Pustovalov. Both were dismissed in the Management of supervised work in Abkhazia and South Ossetia. In this connection, many analysts have linked this fact with the recent crisis in Abkhazia.

10 July in Abkhazia was held initiated by the opposition, a referendum on early presidential elections. The referendum was declared invalid due to record-low turnout: it was attended by only 1.23 percent of voters. However, the political crisis in the Republic can hardly be considered completely exhausted. On the eve of the vote, the opposition demonstrated a willingness to go beyond the legal field and to take the fight to the streets: she attempted to storm the interior Ministry in the course of which appeared affected. President Raul Khajimba has dismissed the interior Minister, and after the failure of the referendum, the resignation of Prime Minister Artur mikvabia and the Prosecutor General Alexei Lomiya. At the same time, a bloc of opposition forces of Abkhazia announced about the intention to hold in the fall of the people’s Assembly. That is, the conflict is clearly not exhausted, the fire of the civil conflict erupted. Add to this that the previous President, Aleksandr Ankvab, two years ago, resigned from his post against their will and before the expiration of his term of office. His supporters feel hurt and seek revenge.

Such chronic instability in Russia recognized the Republic receiving from Moscow substantial financial help, it can be regarded as a failure of the officials responsible for this area. It is known that after the failed referendum, July 18, Surkov and the head of Department Oleg Govorun met in Gagra with President Raul khadjimba. According to official reports, the main topic of the negotiations was the implementation of the Investment program to promote socio-economic development of Abkhazia for 2015-2017. This program provides for the allocation of Abkhazia from the Russian budget of 9.3 billion rubles in three years. Of them in 2016 it is planned to allocate 4.7 billion rubles.

Recall that in the past, there were similar incidents. The most controversial occurred in the spring of 2012, when they lost their jobs, the then head of the presidential Administration for interregional and cultural relations with foreign countries Sergei Vinokurov and his Deputy Vladislav Gasumyanov. The main reason for their dismissal was the presidential elections in South Ossetia in November 2011, which ended with the defeat of the candidate of the Kremlin”. After the abolition did not accept “curators” of the election results was followed by street demonstrations, the violent storming of the headquarters of the winning candidate and the appointment of a new vote in which the winner (Alla Dzhioeva) has not been able to participate. It can be assumed that any instability and scandal are considered in the Kremlin as a “failure” responsible for the region’s officials.

However, it is possible that the current resignation of staff Surkov is not “nothing”, they just claim to Abkhazia, “worked recently and did not know the specifics of the region.”
