In principle, the Friday meeting of the President with members of the government was devoted to protecting business from the endless inspections. But even more important was the topic of doping scandals plaguing the Russian athletes in recent years. With it began.

– The unique position of the Russian authorities and the President is that in sports, there can be no doping. The sport needs to be clean! — marked the official approach of Vladimir Putin. — So we need to cooperate with all international anti-doping agencies and federations in Olympic sports.

In addition, I consider it necessary to appeal to the Olympic Committee of Russia, in order to create a public Commission for the fight against this scourge, with the participation of Russian and with the participation of leading foreign experts. Its mission is to develop and to implement strong control measures and the fight against doping.

To lead this comissue, according to the head of state, “should a man with an impeccable reputation. And there is such a person. It is the doyen of the IOC, an IOC member since 1971 Vitaly Smirnov. “I think we should refer to him with a request to head the Commission. And I hope that he will agree, if such a Commission is created. I ask the government to provide all kinds of assistance”, – said the President.

Only after that urgent orders moved to other issues. The Minister of labour and social protection Maxim Topilin told about the creation from 1 January 2017 the Federal register are disabled, where will be concentrated all the social obligations of Russia to this category of citizens.

The Minister of economic development Alexei Ulyukayev finally passed then to the subject of improving regulatory functions of the state in relation to the business.

Small business, he recalled, has already been granted three-year “vacation” during which the number of inspections will be reduced to third; fines replaced by a warning; and from 1 January 2017 will be permanently abolished the remnants of the old regulatory acts adopted, as it turned out, still almost in Soviet times. The same checks that will survive, he promised, would be “not arbitrary”, and specially introduced the test sheets, which will be clearly marked paragraphs, which will go test.

At the same time will do away with unscrupulous Complainants, thus reducing scores with rivals, he promised: “We will require when submitting complaints via the Internet identification of the appellant and to direct checks to verify the accuracy set forth in the complaint the facts.”

In addition, will introduce a clear definition of control procurement, causing some panic among businessmen already began to carry out, not really forming their regulatory framework: “a test purchase can be conducted only in the sphere of sale of goods, implementation of works and services. They should be consistent with the Prosecutor’s office and included in the list of checks”, — explained Ulyukayev.

In General, explained prosecutors, the number of planned inspections has decreased by 200 thousand a year. However, at the same time it was revealed about 400 thousand violations of the law on the part of inspectors, and 6 thousand of them were even brought to justice.
