Their national anthem should be respected. Under the bill, which is Wednesday, July 20, was placed in the electronic database of the state Duma, for the abuse it may face criminal liability. As the maximum sentence, the authors of the document suggest a prison. Earlier, an initiative is already supported by the Supreme court.

Parliamentarians determine the desecration of the national anthem as a deliberate distortion of the musical version or text during its public performance, or publication in the media, electronic or information-telecommunication networks, including the Internet. Now the main “song” of Russia are protected only by the Code of administrative offences, for a parody it is a penalty. Criminal punishment threatens only to those who commits an offense at the flag and emblem of the country.

The Director of the Center for political information Alexei Mukhin believes that this bill continues a series of laws from the so-called “Spring package”, concerning the strengthening of responsibility for offences against the state, and will primarily affect the media people who often abuse different kinds of alterations of the anthem of Russia. For example, this kind of song to the tune of the Russian anthem in its time became famous Anatoly Chubais, who in the social networks posted a parody of a text by Sergei Mikhalkov with the use of the word “nano”: “Russia – sacred nanoderzhava, Russia – favorite nanostray. Powerful nano, nano-great Nana, Nana, Nana”.

Own version of the anthem of Russia in the spring of this year sounded at the opening of the first Congress of the public expert Council under the Governor of Sevastopol. Then in the hall on the big screen was displayed garbled text textbook works. For example, instead of “Russia — our sacred power” in the text was “crazy…”. And the music was accompanied by dissonant notes mixed with bell cacophony.

According to the interlocutor of “MK” to catch on the dissemination of distorted text of the hymn today is not difficult, especially online. Such things quickly become part of the blogosphere. Another question is how to distinguish between what really can be considered a serious insult to a national symbol and the banal, childish prank. “I think in this case, the role played by words used by author. If, for example, will the Russian national anthem in the spirit of the group “Leningrad”, a Patriotic-minded citizens, it will definitely cause a negative reaction. And it should not be viewed as disrespect to other symbols of the country – the flag and coat of arms”, – says Alexei Mukhin.

It is noteworthy that in Ukraine for the same offense are punishable with three years imprisonment. While Russian parliamentarians have proposed to punish desecration of the national anthem by restriction of liberty for up to one year, or by forced labour for the same term, or imprisonment for a term of three to six months.
