FAS has accused colleagues in the government in an attempt to monopolize public procurement

Between economic development and the Federal Antimonopoly service (FAS) broke out serious conflict. After the officials of the Ministry of economic development proposed to leave in Russia only one electronic platform zakupki.gov.ru by eliminating all the rest, which are conducted by state, municipal and trading of state-owned companies, antimonopolschiki accused his colleagues of incompetence and attempts to monopolise the market. In their opinion, if it is implemented, it will inevitably lead to higher budget expenditures, a negative impact on the quality of the public procurement system.

The Ministry decided to destroy all existing commercial electronic trading platform and leave only one state on the basis of the UIS (unified information system zakupki.gov.ru). As you know, now there are five trading platforms, where government agencies post their tenders, auctions, quotation in the framework of the law No. 44 “On public procurement”, and about 160 of the portals work on 223-FZ. There “outfit” state-owned companies, state Unitary enterprises, municipal enterprises.

Officials of the Ministry of economic development say that one portal there are undeniable advantages. First and foremost, on a number of products will not need to declare the purchase, they can be purchased in the online store. In addition, the system of settlement sites will pass directly to the Federal Treasury.

The new unified platform will start earning money through commissions charged from customers and suppliers. Its size will set the state. Appropriate changes to the legislation are already being developed.

Currently charge bidders is prohibited. When placing a bid security in banks (from 5 to 30% of contract amount), platform offset their own administration costs. Some state-owned banks own e-trading platforms, and for them it is an additional form of income.

Amount at the auction, spinning a lot. Last year the state spent on purchases of 5.5 trillion rubles, the state — owned companies- almost 5 times more.

Anyway, the FAS were strongly against such initiatives. “The creation and operation of these sites is for free for the state and participants of procurements, — said the “MK” service representative. — The information about all the purchases are still available on the website zakupki.gov.ru and the courts are in competition among themselves and are forced to improve the quality of their services. Actions of users of the electronic platforms are recorded and stored in the information system Independent Registrar.

The FAS emphasized that regular revision and maintenance of EIS are spent annually hundreds of millions of rubles from the Federal budget, and increased functionality will require a tenfold increase costs. The service consistently receives complaints from users of EIS on the malfunctioning and the occurrence of technical errors. It turns out that in the case of the possible failure of a single site the work of all Russian customers may be paralyzed.

The FAS say that, instead of its efforts to monopolize the market, it is necessary, on the contrary, to develop the existing model of e-procurement in the near future to adopt the bill on the transfer of all procurement in the electronic form on the basis of commercial electronic platforms.

“The offer of Ministry of economic development is a several problems, — said the Chairman of the CCI Committee for the development of the procurement system Anton Emelyanov. First, the most obvious is the competitive environment, which is thus to be infringed. The second is the reliability and security of the public procurement system, which generally would be broken if there will be only one single site. The third important aspect is financial, since the establishment of the new site, even if it will be developed on the basis of already existing, will require a lot of money. Thus, this approach has obvious disadvantages. Suffer not only the participants but also the ultimate consumers, because the quality of services is also significantly reduced.
