The interstate aviation Committee is the Executive body of 11 countries belonging to Commonwealth of Independent States, which delegated a number of functions and powers in the field of civil aviation and airspace use. Established MAC was on the basis of the intergovernmental Agreement on civil aviation and air space use, signed on 30 December 1991. The body is funded by the participating countries of the contract depending on the volume of traffic (in 2015, the contributions from Russia made 253,9 million).

In 2015, MACK was deprived of some of its functions in the Russian Federation — the powers of the Committee on certification of aircraft and their components were transferred to the Federal air transport Agency, the Ministry of industry and trade and Ministry of transport. Subsequently of certification in Russia was created a special structure, the FAA Aviation register of the Russian Federation”. This IAC has the right to continue working on Russian applications received before withdrawing from him.

According to “Kommersant”, to explore the possibility of deprivation of the MAC of the other powers in June instructed the Russian government Vice-Premier Arkady Dvorkovich. Moreover, the representatives of Dvorkovich and Federal the publication of the relevant information has not commented.

It is reported that in some departments the initiative Arkady Dvorkovich was regarded as somewhat premature. In particular, the Ministry of foreign Affairs of Russia sent to the Ministry of transport its position regarding this request. The Ministry of foreign Affairs fear that the proposed move could be interpreted as lack of interest of Russia in regional cooperation in the field of civil aviation. Also the foreign Ministry stressed that before you can withdraw the powers of the IAC on the investigation of accidents, you need to create in Russia a similar independent structure that can be recognized at the international level.
