Barely analysts and political scientists managed to sum up the results of the summit of member countries of the Alliance, held in Warsaw as the next step – the meeting of the Council Russia-NATO. To hold it was decided July 13 when members of the Alliance and Moscow are already familiar with the results of the Warsaw meeting. This is the third meeting of the Council after 1 April 2014. That day, a recall was announced about the freezing of cooperation between NATO and Russia in the Wake of the Crimean referendum. The Alliance, however, is constantly talking about readiness for “constructive dialogue” with Moscow; our authorities are also reminded about openness in relation to “foreign partners”. Should I wait for the warming between Russia and NATO? With this issue of “MK” asked the expert.
“The constructive dialogue that had previously been about the renewal which someone dreams, it is impossible, – considers the President of Association for Euro-Atlantic cooperation, Deputy Director of INION RAS Tatiana PARKHALINA. – Because I had total loss of mutual trust. And it happened even before Crimea, before the Ukrainian crisis. Although practical cooperation in a number of areas developed, and it was very productive. But in fact, after the summit Russia-NATO in Lisbon in 2010, despite the adoption of the documents on strategic partnership, Moscow has already considered the Alliance as a challenge to their own security. NATO is looked with suspicion on Russia. The problems did not start in Crimea, Ukraine – these factors just caused another freeze relations. This step, in my opinion, too, was a mistake. After thawing of relations after the conflict in Georgia in 2008, NATO repeated Russia’s assertion that the Council needs to be what is called all-weather. And it seems to me that in times of crisis such negotiation platform the more should be saved and not to close.
According to experts, the positive fact is that since the suspension of cooperation between Moscow and the Alliance in April 2014 this is the third meeting of the Council: “gives weight to the fact that it was held after the NATO summit in Warsaw. Discussion by the parties at the meeting of the Council of minimizing risks and potential military conflicts, enhance cooperation in various fields are also an important factor – especially given the fact that both parties now exist in the paradigm of deterrence. Again, even dream about the level that was prior to 1 April 2014, but the steps to discharge should be implemented. For activization of cooperation of course, we need political will on both sides.
