Freedom! Equality! Brotherhood!


Nearing end of the us organized “the French week”, and today at the Embassy we accept eminent persons who contribute to the strengthening of Franco-Russian friendship. I was touched that so many Russians came on 9 July the French holiday that the second time took place at the design factory “Flacon”. More than 10,000 French and the Russians, Muscovites, and was found on the space “of the Bottle together to enjoy unforgettable moments of joy and companionship.

Our national holiday, which unites the French, and friends of our country and citizens, committed to our values, is an occasion to be reminded of what constitutes France and still remember where we came from to confident look into the future.

Sure, today all Russians know the Declaration of the rights of man and citizen, our motto is “liberty, equality, fraternity” and our anthem “La Marseillaise”, which in the turbulent 1917 Russia temporarily used as their anthem.

At the time of the Franco-Russian relationship was torn between the mutual fascination and antagonism between mutual attraction and a disappointing rejection. This paradox with all the power manifested throughout the history of our countries, when Russia was among the monarchies that fell upon the French revolution, and later, in July 1807, she shared with Napoleon Bonaparte Europe on the border of the river Neman. Then we were separated by the war, but today this Russian attraction to France was embodied in the Museum of the Patriotic war of 1812, and in the peculiar Soviet historiography the phrase the “Great French revolution”, despite the fact that the French themselves do not add this epithet, when speaking of the fundamental period of its history.

Before the creation of the triple Entente (“the Tripartite agreement”), for the first time in the history of the Republic allowed to issue the Franco-Russian Alliance, in commemoration of which in Paris built a magnificent bridge Alexander III, the French aristocracy of the “old regime” has already attracted the all-Russian Empire”. French President Charles de Gaulle always believed that the nation will outlive politicians, and in all his speeches he continued to talk about Russia, not the USSR. Fought together Russia and France in the First world war on the Western front fought the Expeditionary force, consisting of four brigades, and later, starting in 1941 against Nazi Germany at the front and in the partisan movement inside their countries. The most beautiful symbol is the French fighter regiment “Normandy—Neman”, as well as participation in the struggle of many of the deportees to France of Soviet citizens who joined the French partisans.

Don’t forget, our space cooperation in November of this year Russia plans to launch from the Baikonur cosmodrome of the manned spacecraft, the crew of which — our astronaut Thomas Sands.

It is worth mentioning cooperation in the field of higher education and science, which led to the signing in June 2015 which has no analogues in Europe intergovernmental agreement on mutual recognition of education qualifications and academic degrees; in addition, it was signed more than 150 agreements on double diplomas, which is the largest number in Europe. France is among the favorite destinations of Russian students and graduate students who can receive scholarships of the French government to study in our universities. So, this year, as before, we again presented the science award and signed a new agreement.

In addition, we have agreed to hold in 2016 and 2017 the Year of the Franco-Russian cultural tourism to the citizens of our countries was able to discover the wonders of France and Russia, and our people — to see how much we are alike. In this regard, have signed a partnership agreement between the cultural heritage of our countries: is the Museum-estate “Kuskovo” and the castle of Champs in Champs-sur-Marne, Saint-Denis Basilica and the Peter and Paul fortress in Saint-Petersburg, the House-Museum of Leo Tolstoy in Khamovniki and the House of George sand in Nohant, and the Melnikov House in Moscow and Villa Savoye by Le Corbusier in Poissy.

Finally, on 7 July, together with his fellow ambassadors, I participated in the opening of a common cultural centre of French-speaking countries “Francetech in the Library of foreign literature in Moscow. Space “Francotte” opens access to numerous literary sources, audio and video documents from 80 member States of the movement of the Francophonie, which are home to approximately 300 million French-speaking people, whose number is constantly increasing.

Today the Franco-Russian cooperation remains key to our countries ‘ common interests are much wider than their differences and disagreements.

Together we must be resolute in fighting terrorism, to help end the war in Syria, progress in resolving the Ukrainian conflict in the framework of the Normandy format, where France and Germany are working together with Russia and Ukraine.

In addition, we must unite our efforts to confront new global challenges: the fight against climate change, promoting sustainable development, protection and dissemination of the universal values of democracy, freedoms and human rights that underpin European and international commitments of France and the European Union.

France knows that today, like yesterday, she can count on the sincere friendship of the Russian people, especially when she faces difficult challenges: it was in January and November 2015, when thousands of Russians in the cold went to the French Embassy in Moscow and our consulates in St. Petersburg and Yekaterinburg to honor the memory of our fellow citizens.

Our appreciation is huge. I want to assure our Russian friends: France has always only becomes stronger, having survived endured its share of tragedy.

And yet France never alone: we have decided to unite into one big European family, which constantly strengthens its positions for the benefit of the Nations that enter into its composition. Scheduled for release in the UK from the European Union will not affect any of the foundations of our cooperation or the existence of institutions which are the bearers of our interests and our values. The strength of Europe is not the slightest doubt, she will continue to be strengthened through new forms of integration in the sphere of politics and Economics, and also in the field of foreign and security policy.

Since the first visits to France, President Putin himself sought to reinforced partnership with the European Union. Was the planned major projects that were subsequently suspended because of the illegal annexation of Crimea and events in Donbas.

We remain committed to these projects and the development of partnership between Russia and the European Union with respect to our values and unwavering commitment to obligations towards our partners and our allies, because we remain convinced that there cannot be peace, security and prosperity in Europe without a credible dialogue and enhanced cooperation between Russia and France, between Russia and the European Union.

This is the deep conviction of the President of the French Republic Mr. Francois Hollande, that sense of perpetual mobilization of the French leadership, that the Central direction of the activities of the Embassy of France in Russia, this is my firm position.

Today, on the day of our national holiday, when France recalled its history, its friends and partners, says something that unites the Republican society, we can together look to the future, and Russia will always hold a special place in the heart of the French.

Let us work tirelessly together in the name of democracy, freedom, equality and fraternity throughout the world.
