Petro Poroshenko became entangled in the interest

The President of Ukraine has declared almost one hundred percent the implementation of the Minsk agreements by Kiev, both in political terms and in security. But international organizations, on the contrary, fix the deteriorating situation in the Donbass. It is easy to calculate that Peter Poroshenko is lying almost at one hundred percent.

On Monday, the President of Ukraine Petro Poroshenko at a briefing in Kyiv after a meeting with the Prime Minister of Canada Justin Trudeau has said that Kiev in the framework of the Minsk agreements fulfilled 95% of political commitments and 100% in the security sector. “What Russia needs to cease fire, withdraw troops, heavy artillery, rocket launchers and tanks”, – said Poroshenko.

“The Minsk agreement is made on 10-15% and only in terms of stopping full-scale fighting”

The agreement is still there

In turn, Trudeau said he does not consider Russia a “positive partner” in terms of fulfillment of obligations under the Minsk agreements.

The appearance of the Minsk agreements will stop the acute phase of armed confrontation in Ukraine. In the fall of 2014 in Minsk was taken the Protocol and the Memorandum on the settlement in Donbass. In February 2015, was signed “the package of measures on implementing the Minsk agreements”, it is usually called “Minsk-2”. The document consists of 13 items. Russia takes only the role of guarantor of the settlement of the Ukrainian crisis, and not the party that performs the complex aimed at this action.

The fact that the level of execution of the agreements is clearly far from absolute, is recognized by international organizations. The office for the coordination of humanitarian Affairs (OCHA) released a report which says that the number of victims of the conflict in the Donbass region peaked in August 2015.

During the month there killed 12 civilians and 57 were injured. The main cause of deaths and injuries were “shelling from various artillery systems, including those prohibited by the Minsk agreements”. In addition, people exploding mines and improvised explosive devices.

At the end of last week the President of Russia Vladimir Putin during a telephone conversation with German Chancellor Angela Merkel and French leader Francois Hollande drew attention to the “provocative actions of the Ukrainian troops.” “In this regard, the Russian President called on the sides to more actively influence on the Ukrainian side, including the forthcoming contacts with (the leader of Ukraine) Petro Poroshenko in Warsaw, to ensure clear implementation of the Minsk agreements”, – noted in the message of the Kremlin.

In late June, Merkel and Hollande stressed the importance of organizing elections in the regions in the East of Ukraine. The holding of local elections in the Donbass – one of the key stages of conflict resolution in accordance with the Minsk agreements. The authorities DND and LNR repeatedly stated that the electoral process must be agreed with them. However, Kiev still has not adopted the necessary legislative acts.

“Trying to do a good mine at bad game”

Director of the Ukrainian Institute and management policy Ruslan Bortnik believes that the Minsk agreement is completed by 10-15% and only in terms of stopping full-scale fighting. “Everything else is not done. And for someone to say today about the implementation of the Minsk agreements is an attempt to do a good mine at bad game,” said Bortnik newspaper VIEW.

The expert speculated that Poroshenko made similar statements, as the canadian policy and Prime Minister Trudeau “not particularly versed in Ukrainian politics”. “They are in their thinking during the cold war. They are accustomed to see Russia as an enemy. Even knowing that this is not quite true, they are happy to accept it. It was said to the canadian Prime Minister, the canadian public is based on their awareness of the conflict”, – the expert believes.

At the same time, Bortnik expressed confidence that the Minsk agreements it is possible to do, but now neither the will nor the desire of the Ukrainian leadership.

In turn, the Ukrainian political analyst Rostislav Ishchenko noted that Poroshenko can say “anything”, but if you take the text of the agreements themselves and to compare with that implemented, they will find only one paragraph about the appearance in the DNI and LC of the OSCE observers. Moreover, the implementation of this paragraph “can not be a merit of Poroshenko, because he is not the head of the DNI and the LC and it means nothing in the OSCE”.

“Even what is done can not refer to the Ukraine’s obligations. And Poroshenko himself always says, there is nothing left to do,” said Ishchenko newspaper VIEW.

“Every day shot”

With regard to the specific provisions of the Minsk agreements we have not implemented the most important – 1st paragraph – about an immediate ceasefire. Reports of shelling coming from both sides. Constantly there are reports about the use of firearms. “In any format the fire is not stopped. Moreover, the Ukrainian volunteers and even officials openly admit that they shoot and shoot. Even Klimkin (Ukrainian Minister) said that the elections will be carried out in the Donbas and not on the territory of the DNI and the LC, which is not in line with the Minsk agreements”, – said the analyst.

Ukraine has not executed the item about the exchange of prisoners all in all. Moreover, it continues to capture new hostages. “With Russia last traded two citizens of Ukraine, two citizens of Ukraine, which is nonsense. Poroshenko, without even asking the wishes of their own citizens, let them out, put on a plane and sent to Russia. From the point of view of any normal state is nonsense. And with the DNI and the LC, he does especially exchanging is not going to,” he listed the expert.

Far from fulfilling the clause on the withdrawal of heavy weapons at equal distances to create a security zone width at least 50 km. failed item. Artillery and heavy weapons are on the demarcation line and for every day shooting,” – says the expert.

As for points changing the law, the Ukrainian Constitution and elections, all this is also not implemented.

“The Constitution is not changed, the laws haven’t changed, the election is not going to spend one. They had to spend a year ago, in accordance with the implementation plan of the Minsk agreements. And so you can go on each item. You can be a person with a certificate as paruby (speaker of the Verkhovna Rada) and to understand that nothing is done. Therefore, here two opinions can not be. Even those who relied Poroshenko, French, Germans, representatives of the U.S. state Department, regularly told him: “it is Necessary to perform the Minsk agreement”. But, as you know, if something is already done, then your friends will not call you to accomplish that! But if the Vice-President of the USA Joe Biden is crucified and says that federalization is not so scary that the United States is a Federal state, then what about the implementation of the Minsk agreements we can talk?” concluded Ishchenko.
