“In the Kremlin understand: Putin passed a law not adopted by the state Duma

We are talking about the amendment to the law “On weapons”, which was adopted by the Duma the package of bills on the National guard. Note that a similar conflict had arisen in 2009 in the presidency of Dmitry Medvedev, when he also signed the text of the law different from that adopted by the Duma (presidential document was devoted to the government’s control over the selection criteria and number of auctions, whereas the Duma gave these powers to the Ministry of economic development). This inconsistency was explained by error in the electronic database of the Duma. Deputies allegedly voted for the bill, subsequently signed by Medvedev.
