Topilin, whose words are quoted in the press release of the Ministry, said that although the Ministry of Finance and the Central Bank, in fact, develop proposals to change the pension system, reform it can’t, since they relate only to the savings element of the pension.

However, such suggestions were not discussed with other ministries, and he Topilin considers them “strange” amid declining incomes.

Recall that the essence of the proposals of the Ministry of Finance is to increase mandatory contributions to the insurance part of the pension to 22%, and 6% to offer citizens to pay voluntarily — in the cumulative part of the pension. It was assumed that such changes may come into force in 2018.

Previously the information appeared that in the draft budget for 2017-2019 years, the government proposes to extend the “freeze” the pension, so the money was not in private pension funds or VEB, and different needs of the state.
