As the authors of the idea, under the current legislation the owner of the premises has full right to dispose of them as they like. Including rent at least for a day, at least half an hour. However, other residents of the entrance are constantly changing the face of “neighbors” are not satisfied. Tenants complains public figures, most often or couples, or groups of companies, which remove the wrong square meters for the party. The poor neighbors have to defeat the police calls and complaints but the guards replied that all under the law. If the initiative is supported by officials, the hourly rental of apartments in residential high-rises will be allowed. If the owner decides to continue the business, he will have to legalize and register as official hotels.

Recently in the state Duma, which considered the idea of a ban of the hostels in residential buildings, the proposed relief for the “transparent hoteliers”. If the host will agree with the tenants at the General meeting, will take over payment of utilities and services of the superintendent tariff for legal entities, will provide Concierge service and will pay all taxes, he will be allowed to take lodgers. This assumes that any tenant entrance will be a veto on further work at the hostel.
