The Federation Council may amend anti-terrorism package of laws, if the operators can prove the inevitability of the growth of tariffs for its subscribers. This was stated by one of the authors of the resonance of the document, Senator Viktor Ozerov.

Resonant package of anti-terrorist laws the Federation Council approved on Tuesday, June 29. It was designed by the Chairman of the Duma Committee on security Irina Yarovaya head of the Federation Council Committee on defense and security Viktor Ozerov.
The document obliges ISPs and mobile operators for six months to store data about correspondence and conversations of its subscribers. Earlier, industry representatives estimated the costs for the technical implementation of this norm in trillions of rubles. The funds will go to purchase new expensive equipment.
Major players in the Russian market of cellular communication – MTS, “Vympelcom”, “MegaFon” and Tele2 – have warned that approved by the Federation Council and state Duma a package of anti-terrorist laws is able to Jack up the price of mobile communications in two-three times.
The Federation Council is ready to review the “Spring package”, but under one condition – if it turns out that the entry of the new law will actually lead to repeated increase in the prices of communication services.
“If the operators will objectively prove that users of cellular communication and the Internet, faces significant, several times higher tariffs, the Federation Council will return to this provision of the law and, if necessary, will make changes,” said RIA Novosti the head of the Federation Council Committee on defense and security Viktor Ozerov.
The Senator recalled that the amendments should enter into force only since July 1, 2018, and until that time “no legal basis” to talk about the growth of prices for cellular services. In his opinion, the statements of the mobile operators of an imminent rise in tariffs are emotional and not supported by the calculations.”
Earlier, the Russian Congress of intelligentsia appealed to the President Vladimir Putin with a request not to put his signature under the people’s deputies adopted the document, while the interests of operators are not taken into account. Bill called them “repressive”.
