The Federation Council broke the resistance Mizulina opposed to “juvenile justice in Russia”

In the Federation Council heated debate broke out about the taken of the bill on family violence. A number of senators were strongly against the document, scaring colleagues, “juvenile justice”, other politicians said that the lack of punishment for the children’s beating returns society to a “primitive system”.

The main opponent of the bill was made by the Senator from the Omsk region Elena Mizulina. She stated that only one bruise or abrasion, the child can become a reason for coming to the house “juvenile police” and the removal of a child to ascertain the circumstances of the case.

She drew attention to the fact that domestic violence is not within the competence of the state, and even at the reconciliation of family law will not allow you to stop the prosecution of the attacker who can go to jail for up to two years.

Speaking in support of the bill, Senator Andrew Klishas, despite attempts Mizulina to interrupt his speech, reminded her that the juvenile police in Russia, and his colleagues added that this is not about juvenile justice, but rather about supporting traditional values in a family.

However, this argument convinced not all: Senator Anton Belyakov replied that the law beating someone else’s child will result in weaker than beatings inflicted by her, and therefore, “this is pure juvenile justice”. I supported him and Svetlana Goryacheva, who feared that the Federation Council “will generate contradictions between parents and children”: in her view, children can complain about their parents for spanking”.

The results of the discussion were summarized by the speaker of the Federation Council Valentina Matvienko: she reminded Mizulina that the law we are talking not only about domestic violence, but also on the decriminalization of many articles of the criminal code. Before that, the Senator Klishas recalled that the beatings, including family, are a criminal offense and now, in this area, in his opinion, nothing changes. Matvienko has proposed to support the bill, and the contentious article to also discuss the amendments in the fall.

In the end, the bill was passed by 107 votes to 17 votes against, and controversial issue will be considered by a specially created working group.
