Poroshenko forgot about the right of Russians to self-determination

Petro Poroshenko proposes to give the Crimean Tatars some autonomy in the “Russian-occupied” Crimea. Another sweeping gesture of the Ukrainian President, however, should not be any specifics. But the talent of the Tatars ‘right to self-determination” raises many questions. First and foremost is the question about the biggest “minority” of Russians.

Petro Poroshenko proposed to amend the Constitution to grant the Crimean Tatars right to self-determination within the country. In particular, we are talking about amending the tenth section of the basic law, which is called “Autonomous Republic of Crimea”.

“These changes fully come from the inalienable rights of the Crimean Tatar people to self-determination within the sovereign and independent Ukrainian state,” – said Poroshenko at a solemn session of the Verkhovna Rada on the occasion of Constitution Day. As you know, Poroshenko has repeatedly promised to initiate the adoption of such amendments. In particular, he talked about it in early June at a press conference. Then he called the Crimean Tatars Outpost of “Ukrainian” in the Republic, expressing the idea that the earlier, the Ukrainian authorities were afraid of them, but had to trust his people.

However, from the statement of the Ukrainian leader was not clear whether he promises in the case of a hypothetical “return” of Crimea to carve out land for the Crimean Tatar autonomy would provide the Crimean Tatar language official status. And in General – as “the right to self-determination” is combined with unitary status of Ukraine? None of these questions representatives of the Kiev authorities have not responded.

Last week the President of the unrecognized Mejlis of the Crimean Tatar people (organization banned in Russia), people’s Deputy of Ukraine from the bloc of Petro Poroshenko Refat Chubarov has stated that soon in the composition of the constitutional Commission will be determined by the working group on amendments to the Crimea. “Section 10… we should clearly indicate why in the unitary Ukraine appears Autonomous Republic of Crimea, why,” – said the Deputy.

According to him, “autonomy” is created in order to provide to the Crimean Tatar people as an indigenous people of the Peninsula all the guarantees for its own preservation and development. It Chubarov was one of the first authors to create a “virtual “autonomy” in the Crimea, apparently, in the case of the “return” of the Peninsula under the jurisdiction of Ukraine.

Back in late March, the MP announced a bill on Crimean autonomy, “which is created on the basis of the right of indigenous people to self-determination”. It was about two projects of normative acts included in the action plan of the government: the law on the status of the Crimean Tatar people in Ukraine and the introduction of additions and amendments to the Constitution of the country. But such plans remain at the level of rhetoric.

In fact, the leader of the Mejlis Chubarov, along with the founder of this organization Mustafa Dzhemilev and oligarch Lenur islyamova, initiated blockade of the Crimea. We will remind that Dzhemilev has urged NATO to make a naval blockade of the Crimea, and his accomplice islyamov even started to take action on the “mining” of the Strait of Kerch cables that need to become entwined in the propellers of ships. In may 2015, the FSB in the Crimea and Sevastopol, reported the excitement concerning Refat Chubarov criminal case under part 2 of article 280.1 of the criminal code (“Public appeals to implementation of actions aimed at violating the territorial integrity of the Russian Federation, committed with the use of the media”).

Now the Peninsula is home to about 260 thousand Crimean Tatars. It is the third largest (after the Russian and Ukrainian ethnic group in more than two million region of Russia. On 12 June, the head of the state Committee of the Republic of Crimea for interethnic relations and deported citizens, Crimean Tatar Zaur Smirnov announced plans to create a Federal national-cultural autonomy of the Crimean Tatars. In the Republic already has a “Regional national cultural autonomy (RNKA) of the Crimean Tatars in the Republic of Crimea”.

Director of the Ukrainian Institute of society transformation, the political scientist Oleg Soskin said in an interview with the newspaper VIEW that the proposals Poroshenko can have very serious consequences for Ukraine.

Russian – “not indigenous”

As of today, Ukraine is home to four indigenous peoples, ethnogenesis that is associated with the territory of Ukraine: Ukrainians, Crimean Tatars, Karaites and Krymchaks”.

The Deputy Director of the Center for Ukrainian and Belarusian studies at Moscow state University, political analyst Bogdan Bezpalko said in an interview with the newspaper VIEW that Petro Poroshenko is trying to show that he fulfils the requirements prescribed in the Minsk agreements. Petro Poroshenko aims to simulate the compliance of the Minsk agreements, including a clause on decentralization of power. Instead to grant autonomy to the Donbas, he is looking for some “original” loopholes. All that he needs in order to please the West and show them your alleged contribution to the Minsk process,” – said the analyst.

The interviewee noted that the implementation of the proposal Poroshenko on the autonomy of the Crimean Tatars is impossible in principle, since these people now live in Russia and enjoys all the rights envisaged by the Russian Constitution. “This is, in General, a large spit by Poroshenko in relation to the other peoples of the Ukraine, which also require legitimate rights, including Russians, Hungarians, Romanians, Ruthenians, etc.,” said Bezpalko.

I can’t imagine how you will implement the proposal Poroshenko, even if it will be in the Verkhovna Rada. This is a complete airhead”, – concluded the expert.
