The participants of the “round table” “Election 2016: the interaction of election commissions with experts on Wednesday discussed the organization of work of election commissions, law enforcement agencies, observers and voters into a single voting day and before. In this format the event was held for the first time: a previous composition of the Central election Commission was not invited into the courtroom, the representatives of public organizations observing the elections. This “round table” the new head of the Central election Commission Ella Pamfilova was conducted together with the head of the HRC Mikhail Fedotov, and invited observers were not restricted in terms of positions. On the performance of each was given to 10 minutes, and Pamfilova, Fedotov and almost always commented on statement of the problem.

One of the main problems faced by public observers, announced the expert of the Association for the protection of the rights of voters Andrey Buzin: the electoral Commission, as a rule, wary of observers. “Any incident which occurs at the polling station may be allowed if there are two sides. But, for example, in the Rostov region I couldn’t get an appointment at the head of the election Committee, ” he explained. — What can the CEC to such tensions as possible in advance to make contact with the organizers of the observation and with the organizers of the elections.”
The second question that he raised — the principle of voluntariness of participation in elections. “If he fails, then, the election is fundamentally violated,” said Buzin. According to experts, observers receive a huge number of anonymous complaints from people who are forced to obtain absentee ballots. Alarming and a large number of citizens who vote early and at home: often to vote early “for attracting the ears of state”, and lists for voting at home are social workers, although applications should serve the citizens.
There also were other problems: for example, the co-Chairman of the Council of the movement “Voice” expressed hope that the CEC will be connected to prevention campaigns and preventing the misuse of administrative resources. Vadim Korostelev from Moscow Helsinki group (in it, he has monitored the actions of the police in the voting) spoke about the fact that the guidelines for police issued in a limited edition and virtually inaccessible. He likewise sent to law enforcement newsletters.
It should be noted that all the proposals made by observers, Ella Pamfilova listened carefully and asked to submit them in writing. According to the head of the CEC, they will be taken into account when working on the methodical recommendations for election commissions, observers, journalists and law enforcement officers.Related posts:
