The state Duma at its last plenary session adopted the “anti-terrorist package” of bills Deputy Irina Yarovaya and Senator Viktor Ozerov. Legislative initiative in the second and third readings was supported by 287 deputies, 147 parliamentarians voted against and one abstained. Among those who did not support the amendments – deputies of fractions of the Communist party and LDPR.
Now in the legislation there will be a new crime of international terrorism. For the attack, which occurred outside of Russia and which suffered the Russians, the criminals will face imprisonment for the term from 10 till 20 years or life imprisonment.
Terms and fines are increased under several articles. So, for calls to terrorist activities and justification of terrorism on the Internet is subject to a fine from 300 thousand to 1 million rubles, or deprivation of freedom from five to seven years with deprivation of the right to occupy certain positions for up to five years.
The adopted amendments reduce from 16 to 14 the age at which a person is subject to criminal liability for participation in mass riots, hijacking, organization of an illegal armed formation etc.
In addition, the criminal code introduced a new article – “failure to report a crime.” People do not talk about the impending offense can go to jail for a year.
The bill also requires Internet service providers and mobile operators to store customer data for six months instead of three years as originally proposed by the deputies. We are talking about correspondence, calls, and files exchanged by the users. Earlier, the Telecom operators warned that the need to comply with this rule may result in multibillion dollar losses for the budget.
It should be noted that removed from the law, controversial rules on deprivation of the Russian citizenship when applying for a job in the intelligence agencies of other States or of terrorist offences and travel restrictions convicted for extremism.Related posts:
