Find a way to facilitate interaction between citizens, business and government in Russia trying for several years. So, the world on the UN e-readiness of e-government, our country was the 59th place among the 192 member countries of the UN.

However, two years later there was a sharp jump, and we jumped to the 27th place.

Experts explain this progress with the launch of the portal of public and municipal services, creating high-tech interactive portals of the President and the Government of the Russian Federation and relevant agencies. However, these achievements are to a lesser extent affected ordinary citizens. So now the e-government first of all should be aimed at customer orientation.

“We will survive “a quiet revolution” — the more, the more e-government technologies will cover all levels and branches of government. The second point is associated with rearrangement of the electronic government. This is the principle of customer focus in the Chapter will be put people,” — said the Chairman of the Board of Directors of the Institute of the information society Yuri Hohlov.

The Governor of the Khanty-Mansi Autonomous Okrug—Ugra Natalia Komarova noted that modern infrastructure creates good opportunities for the management of complex and high-tech systems – from smart homes to smart region.

So, for March 2015 has 34 regional open data portal in 29 regions there are relevant sections on the official websites. At the Federal open data portal fixed 2 thousand 480 sets. However, we have more work to do and to go. The issue of accessibility of e-government, the leaders are South Korea, Australia and Singapore. In particular, Seoul has begun to implement information technologies in the sphere of state and municipal management in the 80-ies of the last century. It is not surprising that the country has now implemented the program of the fourth generation strategy of “smart government” aimed at a specific person. It assumes the maximum use of mobile devices by the population. In other words, the smartphones allow the South Koreans not to visit the state institutions. The electronic system not only allows you to pay bills, receive benefits or make documents, but informs people about everything that is happening around — from bus delays to emergency situations.

According to Strategy 2020, in the next 5-6 years Russia plans to increase this KPI, as the share of consumption of e-services ordinary citizens. As experts explain, it will not only make life easier for Russians, but also will reduce state costs by switching to electronic channels.
