Green monkey and ruin in the minds: the speaker ridiculed Siluanov

The Minister of economic development of Russia Alexei Ulyukayev critical about the forecasts of oil prices the colleague — the head of the Ministry of Finance Anton Siluanov.

Ulyukayev said that “his friend” Siluanov takes the price out of my head and on this basis offers to “build our life”.

The Minister noted that the chances of performance of such forecasts is 50%: exactly that, in his opinion, the probability of meeting on the street with a green monkey, “will or no.”

According to Ulyukayev, the Finance Ministry may deliberately understate the forecasted price of oil in order to get obtained extraordinary profit “in a jug”. This approach, however, the Minister believes the consequence of poor public administration, as it struggles with a mechanically inefficient spending, just hiding part of the funds.

Ulyukayev proposed to give an opportunity to the oil and gas companies to invest and to trust them earn money, not take, calling profit. At the same time, in his opinion, is necessary equally to protect both the social and investment budget.
