Senator Vadim Tulpanov sent a letter to the Minister of health Veronika Skvortsova and the head of the MAYOR Alexei speaker with the proposal to exempt motorcyclists from vehicle tax, if they agree to post-mortem transplantation of his organs. According to TASS, in the letter Skvortsova Ulyukayev and Chairman of the Federation Council Committee on rules and organization of parliamentary activity Vadim Tyulpanov offered to create a mechanism for in vivo expression of will or consent requested for donation”.
It considers appropriate to create categories of citizens who regularly put their lives at risk in a special separate category of taxpayers. In this regard, said the Senator, it would be possible to consider the option of granting tax privileges to drivers of motor two-wheelers or even to exempt them from taxes. In return motorcyclists must agree that in the event of their death their organs can be used for transplantation. The Senator believes that on the one hand would help prevent a number of tragic accidents involving motorcyclists”, and with another – to become a “stimulus for the development of blood donation in Russia”.
