The Caucasus remains extremely complex region, where the interests of different States. The recent aggravation of the situation around Nagorno Karabakh has caused concern far beyond the regional borders. — Mr. Ambassador, in recent years Azerbaijan and you personally appear increasingly in the Russian media. In this regard, how do you see your country in the world and what is Russia’s role in the life of Azerbaijan?
— Remember the famous Maxim that geography is destiny. Azerbaijan for centuries was located at the intersection of trade routes, being an important link in the historic silk road. And today, our country continues to play this role, actively participating in the global communication projects of corridors “East — West” and “North — South”.
Russia is our largest neighbour with whom we share a common history, cultural-humanitarian and information space and millions of interpersonal contacts, numerous Azerbaijani community in Russia and Russian in Azerbaijan. Russian language continues to be an important factor in the life of our country. I think this is one of the few examples when citizens can obtain full secondary and higher education in the Russian language in the framework of the national system of education. In addition, in Baku, with the direct support of the President of Azerbaijan Ilham Aliyev opened and are successfully functioning branches of Moscow state University and the First Moscow state medical University. Sechenov.
Our countries are actively developing trade and economic cooperation, including the regions of the Russian Federation. Russia is our major partner. With the participation of our countries implemented and multilateral projects such as transport corridor “North — South”, which will connect Russian ports in the Northern seas with the Persian Gulf.
And the most gratifying that we have the potential for further development of these equal and mutually beneficial relations and possess a General tendency to move in this direction.
— Recently the Minister of foreign Affairs of Armenia Edward Nalbandian critical about your diplomatic activities. In response, followed by statements first you are at the head of the Embassy and then the Embassy of Armenia in Russia. What can you say about held “exchange of pleasantries”?
— First of all, I would like to sympathize with Mr. Nalbandian, who was still the Soviet school of diplomacy, and therefore can not understand that the position that he is trying to find at least some justification, initially flawed, because it is fundamentally contrary to the UN Charter and all norms and principles of international law.
It is impossible to prove that black is white. Armenia occupied the territory of another state and is now trying to explain to the world that is as it should be. But this is absurd!
The whole world recognizes Azerbaijan’s territorial integrity in its current borders. The UN Security Council, whose decisions are mandatory, in 1993 adopted four resolutions: 822, 853, 874, 884. In them the UN security Council “Reaffirming the sovereignty and territorial integrity of the Republic of Azerbaijan”, “the inadmissibility of the use of force for the acquisition of territory, demanded the “unilateral withdrawal of occupying forces from the occupied districts of Azerbaijan.
In 2008, the UN General Assembly adopted resolution 62/243 “the situation in the occupied territories of Azerbaijan”, where once again recorded the position of the international community, demanding “the immediate, complete and unconditional withdrawal of all Armenian forces from all occupied territories of the Republic of Azerbaijan”.
Then, as they say, no comment, everything is clear: there are cards that are recognized by the whole world, and everything is clearly visible. There is a Azerbaijan is the occupation of its territories, is the aggressor, illegally occupying foreign territory. Azerbaijan will never reconcile with the implications made against him of aggression. Self — defence is the right of every country under the UN Charter. It is the sacred duty of every nation from ancient times until now.
But because I am a citizen of Azerbaijan, as a person whose origins are from Karabakh, whose father’s house in Shusha is now under occupation, they declared and declare once again that he is ready to personally take part in the war for the liberation of the lands of their homeland from the invaders. Today, however, thanks to the success of the state, including the military, construction, made in Azerbaijan under the leadership of President Ilham Aliyev, the capability of our armed forces is more than sufficient, and during the April events, the defense Ministry stated about the lack of need for involvement by volunteers.
As the Ambassador of the country, subjected to aggression, I have used, am using and will use every opportunity to explain to the Russian and world public the real situation and to draw her attention to the inadmissibility continue the illegal occupation. Fortunately, now all over the world, including in Russia, more and more people began to listen to the voice of truth.
— They say there is a silver lining. In the case of conflict between Armenia and Azerbaijan and the recent aggravation of the situation contributed to the revitalization of international mediators and gave a new impetus to the meetings of the parties, although more recently the negotiation process was clearly stalled. It is known that the mediators are working on strengthening of the OSCE mission to monitor the situation in the conflict zone. What are its prospects?
— First of all we need real progress in the resolution of which must begin with the implementation of the agreed by the parties a timetable for the withdrawal of Armenian occupying forces. In this vein, can we discuss the amplification mechanism of international monitoring of this process.
I have already said that the first priority is the resolution of the conflict based on a phased settlement plan. The result should be the restoration of territorial integrity of our country. Armenian occupying forces must withdraw from the occupied territories. Only in this case there is a need to strengthen international monitoring.
This is the mandate of international mediators. To achieve this result in the shortest possible time should contribute to the co-chairs of the OSCE Minsk group and any, including the field, the mission of this organization. Fundamentally counterproductive to try under the guise of peacekeeping to establish mechanisms to consolidate the existing status quo. On this approach Azerbaijan consent will not, as it is unacceptable from the point of view of the interests of our country, nor under international law. The region needs peace, not to further delay the consequences of war and the preservation of position occupation. It is in this direction and it is necessary to make joint efforts.
— Mr. Ambassador, the last time Azerbaijan became louder sound comments about the danger of the Metsamor plant in Armenia. What can you say about this?
— At the end of April this year the whole world celebrated sorrowful date — the 30th anniversary of the Chernobyl disaster. But the Metsamor nuclear power plant has the same reactor, “Chernobyl” type. Furthermore, it is located in a zone of high seismic risk. Not by chance that in 1989 after the destructive Spitak earthquake, Soviet authorities considered it appropriate to suspend its work. However, in 1995 the government of the Republic of Armenia initiated the resumption of the second unit of this NPP. Thus, here there is an objective natural risks.
It’s amazing how calmly look at this very real prospect of disaster neighboring countries. After all, if “jerk” — little nobody seems. First of all, and will suffer herself Armenia, next Georgia, Iran, Turkey, naturally, Azerbaijan. That is why we call on the international community and Russia to take effective measures to assist in the neutralization of arising threats. Do all have to be silent? So I guess in Japan, all were at least safe and technologically advanced. But “rushed”! Yes, there was a tsunami and there may be an earthquake. After all, by historical standards, the terrible Spitak earthquake occurred not so long ago, we all remember him.
But we are still concerned about the dangers of irresponsible statements and threats by some MPs and military of Armenia, including the former Prime Minister of this country. They claim about having the ability to create nuclear weapons or “dirty bombs”, the production of which uses nuclear waste. I think there is no special need to prove that these experiments on the operation of an already exhausted all their resources of Metsamor NPP to create combat devices with radioactive components which has serious implications throughout the world.Related posts:
